Leavenworth, constructed in 1957, has undergone one major addition completed in 1986. Bell Hall is primarily used for officer training, which was its original intent. Over the years, equipment loads within the facility have increased, mainly due to increased computer usage. The original construction of this facility did not anticipate the additional computer load and the present mechanical and electrical systems are undersized. The systems are not capable of providing cooling all year; which is a requirement for the new computers. Since it's implementation, the HVAC systems have had problems maintaining environmental control. Saving energy and improving environmental control at the same time for this facility will be a difficult task. Many of the systems don't maintain the minimum temperature and ventilation levels in the building and are shut down most of the time. Modifying these systems to use less energy will require construction modifications to allow proper operation. This increased the cost of the EGO's and made reasonable paybacks difficult to achieve.

Book excerpt: This report covers the Final Submittal for Study of Irwin Army Community Hospital Energy Engineering Analysis Program, Fort Riley, Kansas. This study was initiated by the establishment of a computer model of the five building hospital complex as it now exists. Utility data was collected and analyzed to ascertain the present levels of gas and electricity consumption. The project team constructed an energy profile for the hospital complex using inputs from the building drawings, data gathered from the site visits, profile was validated by comparing the results to the utility bills and making minor adjustments to some parameters. An Interim Submittal covering the field survey data and preliminary analysis of all identified Energy Conservation Measures (ECO's) was submitted for review May 3, 1991. A design review conference was accomplished at Fort Riley, Kansas on July 16, 1991. A Prefinal Submittal covering the finalized ECO calculations and preliminary project development brochures was submitted for review September 1991. A review conference was held at Fort Riley in November 1991. The Final Submittal is a finalizing of project calculations incorporating the reviewing agencies comments.

Sill and including all buildings listed in Table I of this volume. Fort Sill is a government owned and operated facility situated adjacent to the town of Lawton, Oklahoma. The facility was established under the Department of Defense and is operated as a US Army installation. This report contains recommendations for the reduction of facility energy consumption in accordance with the U.S. Army's mission. The goal of this mission is to produce army facilities that operate as energy efficiently as possible while maintaining operational readiness. A major portion of this report consists of a re-evaluation of a previous study involving the feasibility of installing an energy monitoring and control system (EMCS). In addition to the EMCS re-evaluation, a low cost alternative to the EMCS, is presented along with supporting data and documentation. The final major topic is the analysis and recommendations for energy conservation opportunities (ECOs) other than the EMCS and Low Cost Alternative. A summary of the recommended ECOs for all buildings is presented in Table 2 of this volume.

Book excerpt: This is the executive summary of an Energy Engineering Analysis Program (EEAP) Study that was conducted at the Noble Army Hospital, Fort McClellan, Alabama by the firm of BENATECH, INC. Work was begun on the hospital energy audit during November, 1983. The facilities investigated in this EEAP Study include the main hospital (building 292) and certain support facilities (buildings 1789, 1929, 2290 and 3211). The study was a special EEAP Hospital Energy Audit and indentified I ECIP Project, 3 non-ECiP Projects and 13 Energy Conservation Measures (ECMs). A total of 32 ECMs were investigated and 15 were not recommended. The Scope of Work (copy included in Appendix A, Volume II) for the hospital study required the performance of a comprehensive energy audit and analysis. If all of the 17 recommended projects and measures are implemented, a 2.3 percent reduction in basewide energy consumption would be realized. A four volume report has been prepared that describes in detail the work accomplished during the study. Volume I provides all the descriptive narrative for the report. Volume II contains a copy of the Scope of Work and ECO calculations. Volume III contains field survey data, current criteria, and BLAST printout. Volume IV contains programming documentation that was prepared for submittal to obtain funding on each recommended project.

Increments A and B were completed and the final reports were submitted in October 1983. This work was accomplished under Contract No. DACA63-79-C-O192 with three modifications. The associated volumes, general contents, level of completion and contract modification numbers are listed in TABLE ESl. The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.

The energy conservation opportunities (ECOs) evaluated were lighting efficiency improvements, peak-shaving generators, chiller replacement, variable speed circulation pumps, EMCS expansion, and Commissary lighting. Cost estimates were prepared using M-CACES. Life cycle cost analyses were performed using the Life Cycle Cost in Design (LCCID) computer program. Project development brochures (PDBs) and DD1391 forms were prepared for Energy Conservation Investment Program (ECIP) projects. The projects that were developed represent $187,203 in annual savings with favorable simple paybacks and savings to investment ratios (SIRs).
