Book excerpt: This report presents the results of the Energy Engineering Analysis Program (EEAP) study (Increment F) conducted at the Anniston Army Depot, Anniston, Alabama by Science Applications, Incorporated (SAl) under Contract No. DACAOl-83-C-0099. The report includes an analysis of energy conservation projects that can be accomplished using various Army funds, Post funds, and new management procedures. Also found in the report is a complete listing of recently implemented energy conservation projects, recommended similar future projects and a presentation of current and projected Post energy usage. The result of this analysis indicates that current energy use (FY 1983) can be reduced by 23 percent if these recommendations are adopted.

Book excerpt: In July 1985, the Army Corps of Engineers, Mobile District, modified their existing contract to include the performance of an additional energy study. The contractual Scope of Work calls for an Energy Engineering Analysis Program (EEAP) study to be conducted at Anniston Army Depot (AAD). This report covers the Energy Monitoring and Control System (EMCS) portion of Increment B of the EEAP study. The Scope of Work calls for the systematic evaluation of the cost effectiveness of an EMCS that will result in the reduction of the installation's energy use. The general Scope of Work for the EMCS portion of Increment B can be summarized as follows: (1) Review and make effective use of existing energy studies in preparing the EMCS project; (2) Field trips should be used to obtain information on facilities to develop the requirements necessary for the EMCS; (3) Determine the feasibility of an EMCS for building electrical, mechanical, and utility distribution systems; (4) Prepare Project Development Brochures (PDBs), DD Form 1391's, and supporting documentation for the proposed EMCS project if it meets ECIP criteria; and (5) Detailed recommendations are to be generated and a final report will be provided.

The results obtained from the recommended projects indicate that the energy use of the manufacturing area could be reduced by 25 percent. Such savings assume that there will be no change in the level of production as well as no change in the production hours. Anniston Army Depot is commonly known as the Tank rebuild center of the free world and ranks among the largest US ammunition storage facilities. It is a part of the Army's Depot System Command (DESCOM), which is a major subordinate command bf the US Army Materiel Development and Readiness Command (DARCOM).

This project has been conducted under the Norfolk District, Corps of Engineers Contract No. DACA 65-8O-C-0O14, by PRC Systems Services, Cocoa Beach, FL. During Increments A and B, four modification projects were recommended for funding under the Energy Conservation Investment Program (ECIP). Increment G resulted in three recommended projects and Increment E determined the feasibility of a new, coal-fired central steam plant. Studies conducted during Increments C, D, and F concluded that none of the proposed work was economically feasible under applicable guidelines. Actual energy consumption at NCAD was determined from electricity billings and from fuel oil delivery records. Costs were taken. from contracts and service agreements that were in force at the times the various increments were undertaken. Using conversion factors specified in the Army Facilities Energy Plan and prices in effect during the year, the following summarizes the total energy picture for fiscal year (FY) 83.

The basic contract was modified by the Corps of Engineers several times to include additional increments of energy-related studies at each of the three installations. Work performed thus far for Fort Devens has included the following increments: A - ECIP's for buildings and processes; B - ECIP's for utilities and energy distribution systems and EMCS; C - Solar and renewable energy systems; D - Wood-Fired Steam Generation Plant; E - Coal conversion; and G - Projects identified in Increments A & B that did not meet ECIP criteria In order to fulfill expanded requirements of the Army Facilities Energy Plan, the Corps of Engineers extended the contract with RS&H to include a detailed energy audit of the Cutler Army Community Hospital and Associated Facilities at Fort Devens, Massachusetts. The Associated Facilities are the Vail Dental Clinic and the Oral Health Center. The energy audit consists of a field survey, analysis of energy conservation opportunities, and development of 1391's and other programming documents for qualifying projects. The metering plan option was not included as part of this contract.

The purpose of this limited energy study is to evaluate steam distribution and condensate collection systems in both the Industrial Area and Ordnance Area of HWAAD to develop a set of replacement actions that will reduce energy consumption and operating costs. These efforts consist of corrections and revisions to previously submitted funding requests. A number of facilities covering over 140,000 acres constitute HWAAD; however, this study was limited to the Industrial and Ordnance Areas.
