Book excerpt: India’s energy system has evolved around domestic coal, sizable imports of oil and LNG, moderate contribution of hydro power, declining and yet sizable use of traditional biomass as cooking fuel by rural households and growing attention to modern renewable, nuclear and energy efficient technologies. India’s per-capita GHG emissions are below the global average and far below those in the developed countries. Notwithstanding the inherited fossil based energy system and high economic growth expectations, India voluntarily committed to reduce GHG emissions intensity of the economy by 20-25 per cent from 2005 to 2020. This book details inventory of energy and emissions at national and sector levels. It maps firm and locale level energy use and emissions and their impacts such as on the urban air pollution. The future energy and emissions trends are analyzed following scenarios analysis using integrated assessment modelling framework that aligns India’s national development goals with global climate change actions. The analysis shows that the global 2˚C temperature stabilization target shall require fundamental transformation of India’s energy system, both on demand and supply sides. The book demonstrates the necessity and validity of following a long-term development-centric perspective; even while delineating near-term energy and emissions policies, programs and targets such as those needed to delineate the Intended Nationally Determined Contributions (INDCs). The book, while illustrating the best practice modeling, scenarios development and policy assessment for India, provides insights into the mode and means of navigating the energy and emissions policy landscape for India. The complexity of the policymaking notwithstanding, the book is intended to demystify the methods and means for delineating the policies. The book, we hope demonstrates the need to use best practice methodologies for national assessments and also the existence of the scientific capacity in the country to carry out such assessments.

Among the most effective options is ramping up the existing coal tax. Annually increasing the tax by INR 150 ($2.25) per ton of coal from 2017 to 2030 avoids over 270,000 air pollution deaths, raises revenue of 1 percent of GDP in 2030, reduces CO2 emissions 12 percent, and generates net economic benefits of approximately 1 percent of GDP. The policy is mildly progressive and (at least initially) imposes a relatively modest cost burden on industries.

A detailed methodology for constructing such an extended SAM is also presented in the book. The environmental social accounting matrix (ESAM) based analysis has been included to show direct and indirect links between economic growth and GHG emissions. The book also includes analysis of factors affecting historical GHG emissions trends in India. The book goes beyond SAM and applies computable general equilibrium (CGE) modelling to derive climate-change policy analysis and simulations. This CGE-based analysis is an important contribution to the current debate surrounding carbon tax and its possible impact on macroeconomic growth.

The three modeling methodologies discussed in the chapters are a decomposition analysis of trends in emissions intensity of GDP, linear programming techniques to determine optimum energy supply pathways given various resource and emissions constraints, and an input-output analysis to evaluate the impact of energy policies on income and equity. After a brief introduction to the history of the development of energy studies and the linkages between energy, economic, and environmental systems, the book delves into the component methodologies of the IMF and their intended outcomes. The decomposition analysis is intended to gauge the energy intensity of GDP and the structural composition of the economy to provide a basis on which scenarios are constructed in the following two methodologies. The linear programs are meant to develop a methodology to determine energy options under a variety of scenarios that capture the technical and economic characteristics of the power sector of developing countries. Lastly, the input-output analysis aims to build a methodology through which energy policy decisions can be understood and quantified to ensure the best possible impacts on developing economies and societies.
