Book Public Procurement of Energy Efficiency Services

Download or read book Public Procurement of Energy Efficiency Services written by Jas Singh and published by World Bank Publications. This book was released on 2009-12-17 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: The current universal concerns about global energy security, competitiveness, and environmental protection make energy efficiency more important than ever. However, realizing large-scale savings has proven a significant challenge due to many barriers. 'Public Procurement of Energy Efficiency Services' looks at a largely untapped energy efficiency market the public sector. While the efficiency potential in this sector is substantial, the implementation of energy savings programs has been complicated by a number of factors, such as insufficient incentives to lower energy costs, rigid budgeting and procurement procedures, and limited access to financing. The book looks at energy savings performance contracts (ESPCs) as a means of overcoming some of these barriers. Because public facilities can outsource the full project cycle to a commercial service provider, ESPCs can enable public agencies to solicit technical solutions, mobilize commercial financing, and assign performance risk to third parties, allowing the agency to pay from a project s actual energy savings. The recommendations in this book stem from case studies that identified approaches, models, and specific solutions to ESPC procurement, including budgeting, energy audits, and bid evaluation. Such an approach also offers enormous potential to bundle, finance, and implement energy efficiency projects on a larger scale in the public sector, which can yield further economies of scale. ESPCs can also serve as an attractive element for fiscal stimulus packages and efforts by governments to 'green' their infrastructure, which can create local jobs, reduce future operating costs, and mitigate their carbon footprint. Lower energy bills, in turn, help to create fiscal space in future years to meet other critical investment priorities. Bundled public sector energy efficiency projects can help stimulate local markets for energy efficiency goods and services and 'lead by example', demonstrating good practices and providing models to the private sector.

Download or read book Real Prospects for Energy Efficiency in the United States written by National Research Council and published by National Academies Press. This book was released on 2010-06-10 with total page 349 pages. Available in PDF, EPUB and Kindle. Book excerpt: America's economy and lifestyles have been shaped by the low prices and availability of energy. In the last decade, however, the prices of oil, natural gas, and coal have increased dramatically, leaving consumers and the industrial and service sectors looking for ways to reduce energy use. To achieve greater energy efficiency, we need technology, more informed consumers and producers, and investments in more energy-efficient industrial processes, businesses, residences, and transportation. As part of the America's Energy Future project, Real Prospects for Energy Efficiency in the United States examines the potential for reducing energy demand through improving efficiency by using existing technologies, technologies developed but not yet utilized widely, and prospective technologies. The book evaluates technologies based on their estimated times to initial commercial deployment, and provides an analysis of costs, barriers, and research needs. This quantitative characterization of technologies will guide policy makers toward planning the future of energy use in America. This book will also have much to offer to industry leaders, investors, environmentalists, and others looking for a practical diagnosis of energy efficiency possibilities.

Available in PDF, EPUB and Kindle. Book excerpt: For multi-user PDF licensing, please contact customer service. Energy touches our lives in countless ways and its costs are felt when we fill up at the gas pump, pay our home heating bills, and keep businesses both large and small running. There are long-term costs as well: to the environment, as natural resources are depleted and pollution contributes to global climate change, and to national security and independence, as many of the world's current energy sources are increasingly concentrated in geopolitically unstable regions. The country's challenge is to develop an energy portfolio that addresses these concerns while still providing sufficient, affordable energy reserves for the nation. The United States has enormous resources to put behind solutions to this energy challenge; the dilemma is to identify which solutions are the right ones. Before deciding which energy technologies to develop, and on what timeline, we need to understand them better. America's Energy Future analyzes the potential of a wide range of technologies for generation, distribution, and conservation of energy. This book considers technologies to increase energy efficiency, coal-fired power generation, nuclear power, renewable energy, oil and natural gas, and alternative transportation fuels. It offers a detailed assessment of the associated impacts and projected costs of implementing each technology and categorizes them into three time frames for implementation.

Book Energy and the New Reality 1

Download or read book Energy and the New Reality 1 written by L. D. Danny Harvey and published by Routledge. This book was released on 2010-08-12 with total page 669 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reducing and managing humanity's demand for energy is a fundamental part of the effort to mitigate climate change. In this, the most comprehensive textbook ever written on the subject, L.D. Danny Harvey lays out the theory and practice of how things must change if we are to meet our energy needs sustainably. The book begins with a succinct summary of the scientific basis for concern over global warming, then outlines energy basics and current patterns and trends in energy use. This is followed by a discussion of current and advanced technologies for the generation of electricity from fossil fuels. The book then considers in detail how energy is used, and how this use can be dramatically reduced, in the following end-use sectors: - buildings - transportation - industry - food and agriculture - municipal services The findings from these sector-by-sector assessments are then applied to generate scenarios of how global energy demand could evolve over the coming decades with full implementation of the identified and economically-feasible energy-saving potential. The book ends with a brief discussion of policies that can be used to reduce energy demand, but also addresses the limits of technologically-based improvements in efficiency in moderating demand and of the need to re-think some of our underlying assumptions concern ends with a brief discusing what we really need. Along with its companion volume on C-free energy supply, and accompanied by extensive supplementary online material, this is an essential resource for students and practitioners in engineering, architecture, environment and energy related fields. Online material includes: Excel-based computational exercises, teaching slides for each chapter, links to free software tools.

Book Energy Saving at Cities

Download or read book Energy Saving at Cities written by Francisco Manzano Agugliaro and published by MDPI. This book was released on 2021-01-20 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change is increasing due to the anthropogenic emission of greenhouse gases. The majority of these are due to the production and consumption of energy. According to the latest estimates, global energy demand could triple by 2050, and by then, 70% of the world’s population will live in cities. The challenge for future cities is the implementation of a mechanism that minimizes the need for injection of new energy resources in them, so that a high level of self-sufficiency can be achieved through the concept of circular economy, thus partially mitigating the impacts of climate change. Using solar energy today is considered to be one of the best solutions that can be installed in buildings to help with this issue. This book addresses several relevant aspects related to energy saving at cities, including a deep survey of research topics and scientific collaborations in energy saving. The main research topics carried out are related to sustainability, solar energy, the use of rooftops for energy generation, energy conversion from urban biomass or residues, wind energy, and public and private urban energy saving.

Book Framing Innovation in Public Service Sectors

Download or read book Framing Innovation in Public Service Sectors written by Rolf Rønning and published by Routledge. This book was released on 2014-05-09 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: Innovation is seen as an interactive process that involves many actors within and across organizational boundaries. In public sector services, innovation is a frequent, often holistic, and multi-layered process that involves many actors and many services at the same time. However, most of the existing literature on innovation in public sector services is based on the economics of innovation, which is heavily influenced by investigations of the private sector. Innovation in the Public Sector develops a more context-sensitive and rich approach in order to explore the different logics of innovation that prevail here. Rather than presenting a general theory of innovation, the book specifies how innovation and value creation are interconnected with social and institutional elements. Analytical constructs, including dynamic capability, absorptive capacity, and practice-based approaches, are reviewed and anchored in the organizational context of public sector services. Such a perspective on innovation can help us develop new understandings of the process and history of innovation, contributing to processual organizational analysis in a broader sense, and further developing present theories of organizational change.

Book excerpt: 'Increasing energy-efficiency is important because it offers the prospect of partly solving our climate change and energy security problems without pain. This book sheds further light on the issue, focusing on energy-extensive economic activities which, by sheer volume, collectively use a substantial amount of energy. That simple fact alone makes this book worthwhile, but there are many other gems.' Richard Tol, the Economic and Social Research Institute (ESRI), Ireland This innovative book explores the adoption of energy-saving technologies and their impact on energy efficiency improvements. It contains a mix of theoretical and empirical contributions, and combines and compares economic and physical indicators to monitor and analyse trends in energy efficiency. The authors pay considerable attention to empirical research on the determinants of energy-saving investment including uncertainty, energy-price volatility and subsidies. They also discuss the role of energy modelling in policy design and the potential effect of energy policies on technology diffusion in energy-extensive sectors. Written from a multi-disciplinary perspective, this book will appeal to academics and graduates in the areas of energy-saving technologies, energy economics and natural resource economics, as well as policy-makers particularly those in energy policy.
