Book excerpt: This report presents a description of the current New Brunswick commercial building stock, including building segments selected, typical insulation levels, lighting levels, and connected light loads, HVAC equipment configuration, and operating hours, and estimation of existing floor space and segment-specific growth and demolition rates. Key energy data, including end uses selected, generation of end-use energy intensities for existing and new stock, saturation rates and fuel shares, and estimation of fuel shares for each building segment and end use are described. The results of the frozen efficiency, technical potential and economic potential energy use scenarios for the target years of 2000 and 2010, including the associated levels of potential energy savings, are given.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: This report reviews six recent studies (from 2002 through 2006) by states and utilities to assess the energy saving potential in existing commercial buildings. The studies cover all or portions of California, Connecticut, Vermont, Colorado, Illinois, and the Pacific Northwest. The studies clearly reveal that lighting remains the single largest and most cost effective end use that can be reduced to save energy. Overall the study indicated that with existing technologies and costs, a reasonable range of economic savings potential in existing commercial buildings is between 10 and 20 percent of current energy use. While not a focus of the study, an additional conclusion is that implementation of commercial building monitoring and controls would also play an important role in the nation's efforts to improve energy efficiency of existing buildings.
