First, civilian application of military nuclear materials multiplies the threat of terrorism. Second, Russian and Caspian oil resources affect world markets, Western energy security, and regional stability. Third, climate change may become a global challenge commensurate with the Cold War, and the transition economies--the former Soviet Union and Eastern Europe--offer the world's largest and cheapest near-term opportunities for curbing greenhouse gas emissions. Yet, the region remains unprepared to deal with these issues, and Western assistance has failed to help. A "second generation" of reform efforts is needed, led from within, but supported by the West. In Energy and Environmental Policies in the Transition Economies William Chandler synthesizes disparate, specialized analyses and publications. He draws on a relatively large body of research on energy technology, oil and gas markets, geopolitics, finance, economic reform, and environmental science specific to Russia, eastern Europe, and the transition economies. In successive chapters Chandler reviews energy use, energy efficiency, nuclear safety and security, petroleum geoeconomics, coal, utility monopoly and competition, and environmental and climatic change in the former Soviet Union and Central and Eastern Europe. Chandler also considers options for a "second generation" of reform efforts. The subject matter of the book is significant not only for the energy and environmental policies themselves, important though they are, but because those policies in turn affect regional political stability and Western energy security. The 21st Conference of the Parties (CoP21) to the United Nations Framework Convention on Climate Change (UNFCCC) shifted the nature of the political economy challenge associated with achieving a global emissions trajectory that is consistent with a stable climate. The shifts generated by CoP21 place country decision-making and country policies at centre stage. Under moderately optimistic assumptions concerning the vigour with which CoP21 objectives are pursued, nearly every country will attempt to design and implement the most promising and locally relevant policies for achieving their agreed contribution to global mitigation. These policies will vary dramatically across countries as they embark on an unprecedented era of policy experimentation in driving a clean energy transition. This book steps into this new world of broad-scale and locally relevant policy experimentation. The chapters focus on the political economy of clean energy transition with an emphasis on specific issues encountered in both developed and developing countries. The authors contribute a broad diversity of experience drawn from all major regions of the world, representing a compendium of what has been learned from recent initiatives, mostly (but not exclusively) at country level, to reduce GHG emissions. The energy transition can offer innovative solutions through which the impact of economic activity on the environment is minimized, and in this way, industrial ecology achieves its objectives to support sustainable development. The demands imposed by industrial ecology must shape not only the behavior of oil and gas companies but also of entities involved in the production and consumption of renewable energy. Given the negative externalities generated, companies in the fossil fuel sector have become increasingly socially responsible, their social and environmental performance (non-financial) being presented in detail in the annual sustainability reports to inform stakeholders. First, the siloed organization of public administration fails to account for the many interdependencies between the energy sector, the mobility system, digital infrastructure and the built environment. Cross-sector coordination of policies and policy instruments is needed to avoid potentially adverse effects upon society and the economy, which may hamper the energy transition rather than accelerate it. Second, energy and climate policies pay insufficient attention to the social values at stake in the energy transition. Yet citizens in nations with rapidly developing economies aspire to the benefits of the modern energy economy. China and India alone have 2.4 billion potential customers for cars, industries, and electrical services. Even so, more than half of the world's citizens still lack access to energy. Decisions involving fossil fuels are therefore a significant part of the development equation. This volume explains how the law can impede or advance the shift to a world energy picture significantly different from that which exists today. It first examines the factors that create the problems of the present carbon economy, including environmental concerns and development goals. It then provides international and regional legal perspectives, examining public international law, regional legal structures, the responses of international legal bodies, and the role of major international nongovernmental actors.
