These overcapacity sections of freeway are responsible for increased fuel consumption, increased emissions, and increased delay to motorists. The Texas Department of Transportation has funded and implemented many freeway bottleneck improvement projects around the state to reduce these problems. These projects provide significant benefits in terms of increasing speeds and reducing delays; however, little information exists on quantifying energy and air quality benefits from implementation of bottleneck removal projects. This research investigated the relationships between traffic operating characteristics and environmental factors such as fuel consumption, hydrocarbon emissions, carbon monoxide emissions, and nitrogen oxide emissions. A methodology was developed to analyze existing before and after data from traffic improvement projects that have been implemented. The change in fuel consumption was quantified and guidelines were developed to help predict energy benefits from implementing future freeway bottleneck improvements. The total reduction in fuel usage ranged from 0.0% to 5.2% for the examples studied, with an average of 2.2%. However, the attempt to quantify the air quality benefits was less successful and further research, now underway on a national level, will be required. Current methodology is based on an average speed, and this fails to account for the stop and go nature of driving within congestion upstream of a bottleneck. Under such conditions it has been demonstrated that greater emissions occur, but this has not yet been reliably quantified.

Book excerpt: Documented analysis procedures of travel and emission impacts of Congestion Mitigation/Air Quality (CM/AQ) Improvement Program projects are required by the Intermodal Surface Transportation Efficiency Act (ISTEA). The Texas Department of Transportation (TxDOT) realized a need to assist Texas metropolitan planning organizations (MPOs) with their analysis of CM/AQ projects. A search of the current literature and telephone surveys with FHWA personnel was conducted to assess what procedures were available for use in Texas, and to determine what procedures were in use around the nation. Through the span of this project, the importance of vehicle emissions associated with the vehicle's operating mode became increasingly important from results of research work sponsored by the U.S. Environmental Protection Agency (EPA). Several analysis examples of transportation projects are presented. Discussions of their expected versus evaluated benefits and potential impact of vehicle operating emissions on analysis techniques are given in the report. The report concludes with several caveats detailing findings and aspects of analysis discussed in this report.

Book excerpt: This research enhances the Dallas System Planning Study, which presented a methodology for selecting the least-cost alternative for freeway improvement projects for the Dallas area. This study includes data from other freeway and High Occupancy Vehicle (HOV) systems from around the country. The congestion cost analysis was improved by developing a linear relationship between vehicular volume or flow and delay. Cost estimating procedures for fuel consumption, and delay to passenger and commercial vehicles are included in the alternative analysis. The new methodology is a more complete analysis of the costs and benefits of alternatives, and is applicable to other communities in their selection of freeway improvement alternatives. It also allows the alternative with the least energy consumption to be identified. The results of this project will be implemented to reduce energy consumption in Texas by allowing planning teams to select the least energy intensive alternative being considered for any freeway corridor or system plan.

Book excerpt: Technologies and Approaches to Reducing the Fuel Consumption of Medium- and Heavy-Duty Vehicles evaluates various technologies and methods that could improve the fuel economy of medium- and heavy-duty vehicles, such as tractor-trailers, transit buses, and work trucks. The book also recommends approaches that federal agencies could use to regulate these vehicles' fuel consumption. Currently there are no fuel consumption standards for such vehicles, which account for about 26 percent of the transportation fuel used in the U.S. The miles-per-gallon measure used to regulate the fuel economy of passenger cars. is not appropriate for medium- and heavy-duty vehicles, which are designed above all to carry loads efficiently. Instead, any regulation of medium- and heavy-duty vehicles should use a metric that reflects the efficiency with which a vehicle moves goods or passengers, such as gallons per ton-mile, a unit that reflects the amount of fuel a vehicle would use to carry a ton of goods one mile. This is called load-specific fuel consumption (LSFC). The book estimates the improvements that various technologies could achieve over the next decade in seven vehicle types. For example, using advanced diesel engines in tractor-trailers could lower their fuel consumption by up to 20 percent by 2020, and improved aerodynamics could yield an 11 percent reduction. Hybrid powertrains could lower the fuel consumption of vehicles that stop frequently, such as garbage trucks and transit buses, by as much 35 percent in the same time frame.
