This book contains such an analysis of the electricity energy system in Shandong-Province, one of China's 32 Provinces. It also presents a decision support analysis tool. It should allow decision makers in China to choose the right system of electricity supply with minimum environmental impact and/or minimum "true" cost. The book contains a DVD, which contains a more extensive record of the research results obtained. It also contains all the tools, which have been developed. The methodology presented in this book and DVD is easily applicable to other Provinces in China and also other countries and regions. This research presents a pioneering effort in bringing together the three essential partners for any such research program, Industry, Academia and the Stakeholders, i.e. prospective users of the results. An important aspect of this international program with 75 participants was the leadership provided by a dedicated and professional Program Management Team from Industry. Developing a sustainable energy supply in China is an essential part of a global strategy to promote development while mitigating environmental pollution and the effect of greenhouse gas emissions.

The scale and severity of environmental problems in China now threaten the economic and social foundations of its modernization. Using case studies, Morton analyzes the relationship between international and local responses to environmental problems in China, challenging the prevailing wisdom that weak compliance is the only constraint upon local environmental management in China. It advances two interrelated discussions: first, it constructs a conceptual framework for understanding the key dimensions of environmental capacity. This is broadly defined to encompass the financial, institutional, technological and social aspects of environmental management. Second, the book presents the results of an empirical inquiry into the implementation of donor-funded environmental projects in both China's poorer and relatively developed regions. By drawing upon extensive fieldwork, it seeks to explain how, and under what conditions, international donors can strengthen China's environmental capacity, especially at the local level. Book excerpt: In Recharging China in War and Revolution, 1882–1955, Ying Jia Tan explores the fascinating politics of Chinese power consumption as electrical industries developed during seven decades of revolution and warfare. Tan traces this history from the textile-factory power shortages of the late Qing, through the struggle over China's electrical industries during its civil war, to the 1937 Japanese invasion that robbed China of 97 percent of its generative capacity. Along the way, he demonstrates that power industries became an integral part of the nation's military-industrial complex, showing how competing regimes asserted economic sovereignty through the nationalization of electricity. Based on a wide range of published records, engineering reports, and archival collections in China, Taiwan, Japan, and the United States, Recharging China in War and Revolution, 1882–1955 argues that, even in times of peace, the Chinese economy operated as though still at war, constructing power systems that met immediate demands but sacrificed efficiency and longevity.
