In the aftermath of the 2016 celebrations of the Battle of Jutland centenary, it is worth considering how the First World War at sea changed. This volume opens with an examination of the background to the Board of Admiralty's decision in 1900 to buy submarines, bringing to light documents that go a long way toward dispelling the myth that Britain's pre-1914 naval leaders were opposed to the development of the submarine as a major weapon. Indeed, the documents show that senior naval officers and influential civilians in Whitehall believed that the advent of the submarine would revolutionize naval warfare in a way that would bolster the Royal Navy's position as the world's predominant naval power. This edited selection of documents illustrates not only the Admiralty's thinking on the employment of the submarine between 1900 and 1918, it also charts the technical development of British submarines, and explains issues such as why the pioneer submariners came to regard themselves as an élite group within the Royal Navy - and were allowed to become the 'silent service'.

This new book shows how until 1944 U-boats operated as submersible torpedo craft which relied heavily on the surface for movement and charging their batteries. This pattern was repeated in WWII until Allied anti-submarine countermeasures had forced the Germans to modify their existing U-boats with the schnorkel. Countermeasures along also pushed the development of high-speed U-boats capable of continuously submerged operations. This study shows how these improved submarines became benchmark of the post-war Russian submarine challenge. Royal Navy doctrine was developed by professional anti-submarine officers, and based on the well-tried combination of defensive and offensive anti-submarine measures that had stood the press of time since 1917, notwithstanding considerable technological change. This consistent and holistic view of anti-submarine warfare has not been understood by most of the subsequent historians of these anti-submarine campaigns, and this book provides an essential and new insight into how Cold War, and indeed modern, anti-submarine warfare is conducted.

As far as Japan was concerned, the recent war was waged according to a rigid strategy. There was no detailed operational planning. It was a fight in which science had been ignored. In such circumstances the submarine, always highly vulnerable unless used intelligently, was inevitably sacrificed. Throughout the war the whole submarine fleet was in reality a special attack force in which, in the absence of scientific weapons, the crews were just so much human ammunition. Today we hear much about rearmament. If money is to be spent on armaments, it should be used for scientific development. Never again must we go to war with only a bamboo lance. The Japanese Submarine Fleet was entirely wiped out, but the martial spirits of its sailors are still with us on the far-flung oceans. In the Pacific, the Indian Ocean, and the Atlantic we remember the multitude of resentful sleeping warriors; in our ears we hear the whisper of the “voice from the bottom of the sea.” Thus, as one of the few submarine captains to survive, I have taken up my pen to try to record something of the unknown hardships and successes of our submarines. “Despite the gloomy conditions under which they worked, our submarines fought well, and the grim story of Japanese submarine units has been well recorded by former Lieutenant Commander Hashimoto. “It is certainly valuable material, and I wish to recommend it as an excellent history.”—S. Book excerpt: A very new weapons system, the lurking submarine with its self-propelled torpedoes fired from ambush changed the complexion of naval warfare forever. Both warships and merchant ships were at risk. In 1914 U-boats demonstrated their capability to sink major warships. During 1915 they turned their attention to merchant ships and began to sink or capture them in wholesale lots. U-boats nearly won the First World War for Germany by forcing Great Britain into peace negotiations in late 1917. U-boats sank or captured over 6,100 ships during WW I. In April 1917 England had only six weeks grain supply left, and apparently had no adequate way to deal with the unrestricted U-boat offensive that Germany unleashed in February of that year. Submarine Operational Effectiveness in the 20th Century deals with the first strategic submarine campaign and its outcome. It goes on to outline submarine development by major nations during the 1920s and 1930s, including submarine use during the Spanish Civil War. It ends in 1939, on the eve of World War Two, a war in which two massive submarine campaigns would be waged: the first by Nazi Germany against the Allies; and the second by the United States against the Empire of Japan.
