Following completion of a Status Review of this DPS (the Cook Inlet beluga whale) under the ESA, we published a proposed rule to list this DPS as an endangered species on April 20, 2007. We subsequently extended the date for final determination on the proposed action by 6 months, until October 20, 2008, as provided for by the ESA. Book excerpt: The Law Library presents the complete text of the Endangered and Threatened Species - Designation of Critical Habitat for Cook Inlet Beluga Whale (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 We, the National Marine Fisheries Service (NMFS), designate critical habitat for the Cook Inlet beluga whale (Delphinapterus leucas) distinct population segment (DPS) under the Endangered Species Act (ESA). Two areas are designated, comprising 7,800 square kilometers (3,013 square miles) of marine habitat. In developing this final rule we considered public and peer review comments, as well as economic impacts and impacts to national security. We have decided in the final rule to exclude the Port of Anchorage (POA) in consideration of national security interest. Additionally, consistent with the proposed rule, portions of military lands were determined to be ineligible for designation as critical habitat. We solicited comments from the public on all aspects of the proposed rule, and conducted four public hearings on the action. Along with the proposed rule, we published a draft economic impacts analysis, entitled "Draft RIR/4(b)(2) Preparatory Assessment/IFRA for the Critical Habitat Designation of Cook Inlet Beluga Whale." This economic analysis has been completed to support the final designation. See "Final RIR/4(b)(2) Preparatory Assessment/FRFA for the Critical Habitat Designation of Cook Inlet Beluga Whale" for a discussion of these topics. Book excerpt: The Law Library presents the complete text of the Taking of the Cook Inlet, Alaska Beluga Whale Stock by Alaska Natives (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues final regulations establishing long-term limits on the maximum number of Cook Inlet beluga whales that may be taken by Alaska Natives for subsistence and handicraft purposes. These regulations were developed after proceedings and public comment connected to an on-the-record rule-making and hearings before Administrative Law Judge (ALJ) Parlen L. McKenna (Judge McKenna); consultations with the parties to the hearings, including Alaska Native Organizations; and comments received from the public on the Cook Inlet Beluga Whale Subsistence Harvest Draft Supplemental Environmental Impact Statement (SEIS). These regulations are intended to conserve and manage Cook Inlet belugas under applicable provisions of the Marine Mammal Protection Act ( MMPA) until the whales are no longer depleted under the MMPA. Book Species in the Spotlight

Download or read book Species in the Spotlight written by and published by . This book was released on 2016 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The endangered Cook Inlet beluga whale was chosen as one of the eight most at-risk species because this declining population of small whales shares Cook Inlet with Alaska's human population center, transportation hub, and largest concentration of industrial activity. The population has declined by nearly 75% since 1979, from about 1,300 whales to an estimated 340 whales in 2014. The rapid decline and dire status of the Cook Inlet beluga whale population makes it a priority for NMFS and our partners to prevent extinction and promote recovery of this iconic species"--page 2, paragraph 1.

The areas being designated as critical habitat contain approximately 29,763 nm2 of marine habitat in the Gulf of Maine and Georges Bank region (Unit 1) and off the Southeast U.S. coast (Unit 2). We have considered positive and negative economic, national security, and other relevant impacts of the critical habitat. We are not excluding any particular area from the final critical habitat. Book Synthesis of Available Information on the Cook Inlet Stock of Beluga Whales

Download or read book Synthesis of Available Information on the Cook Inlet Stock of Beluga Whales written by Alaska Fisheries Science Center Nationa and published by BiblioGov. This book was released on 2013-06 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the 1970's the National Oceanic and Atmospheric Administration (NOAA) was made to manage our oceanic and atmospheric resources. The Alaska Fisheries Science Center is the research branch for marine life and coastal oceans off parts of the U.S. west coast and Alaska. This includes the Eastern Bering Sea where some the worlds most important commercial fishing takes place. Their mission is to develop and maintain scientific exploration to help understand and manage that region's environment. Over the years there have been many reports published which discuss their findings; this is one of them.

This book was released on 2018-12-17 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Law Library presents the complete text of the Endangered and Threatened Species - Revision of Critical Habitat for the Northern Right Whale in the Pacific Ocean (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 We, the National Marine Fisheries Service (NMFS), issue a final rule to revise the current critical habitat for the northern right whale (Eubalaena glacialis) by designating additional areas within the North Pacific Ocean. Two specific areas are designated, one in the Gulf of Alaska and another in the Bering Sea, comprising a total of approximately 95,200 square kilometers (36,750 square miles) of marine habitat. As described in the impacts analysis prepared for this action, we considered the economic impacts, impacts to national security, and other relevant impacts and concluded that the benefits of exclusion of any area from the critical habitat designation do not outweigh the benefits of inclusion. As a result, we did not exclude any areas from the designation. We solicited information and comments from the public in a proposed rule. This final rule is being issued to meet the deadline established in a remand order of the United States District Court for the Northern District of California. Book excerpt: The Law Library presents the complete text of the Endangered and Threatened Species - Identification of 14 Distinct Population Segments of Humpback Whale, Megaptera novaeangliae (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 We, NMFS, issue a final determination to revise the listing status of the humpback whale (Megaptera novaeangliae) under the Endangered Species Act (ESA). We divide the globally listed endangered species into 14 distinct population segments (DPS), remove the current species-level listing, and in its place list four DPSs as endangered and one DPS as threatened. Based on their current statuses, the remaining nine DPSs do not warrant listing. At this time, we find that critical habitat is not determinable for the three listed DPSs that occur in U.S. waters (Western North Pacific, Mexico, Central America); we will consider designating critical habitat for these three DPSs in a separate rulemaking. Book excerpt: The Law Library presents the complete text of the Endangered or Threatened Species - Southern Resident Killer Whale Distinct Population Segment - Listing Amendments (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 On January 25, 2013, we, NMFS, received a petition submitted by the People for the Ethical Treatment of Animals Foundation to remove the exclusion of captive animals from the endangered species listing of Southern Resident killer whale DPS, as well as, recognize the captive killer whale (Orcinus orca) "Lolita" as a protected member of the endangered Southern Resident killer whale Distinct Population Segment (DPS). We completed a status review and published a proposed rule, and we are now amending the regulatory language of the Endangered Species Act (ESA) listing of the DPS by removing the exclusion for captive members of the population. We have further determined that Lolita, a female killer whale captured from the Southern Resident killer whale population in 1970 who resides at the Miami Seaquarium in Miami, Florida, is not excluded from the Southern Resident killer whale DPS due to her captive status.
