Book excerpt: The Virginia Department of Transportation has been working to replace traditional asphalt concrete specifications with end result specifications since the mid 1960s. The type of end result specification that is most possible is the performance-related specification where product quality characteristics and life-cycle cost relationships are correlated with performance. The development of tests for quality characteristics and the development of reliable life-cycle cost relationships present challenges. The identified asphalt concrete quality characteristics were degree of compaction, thickness, smoothness, segregation, strength, and durability. Each characteristic is discussed, and an estimate is given with regard to when each characteristic could be used in a specification. It was estimated that a performance-related specification for asphalt concrete may be possible in Virginia by the year 2005.

Book excerpt: The Texas Department of Transportation (TxDOT) is presently using a quality control/quality assurance (QC/QA) specification for hot-mix asphalt concrete pavement. There is a strong interest in determining if other construction items can be converted to this type of specification. The purpose of this report is to (1) review the experiences of a large number of key states believed to be using these types of specifications, (2) review the TxDOT standard specifications in order to recommend candidates for development, and (3) develop a recommended QC/QA specification for flexible base. Of the 23 states contacted, 19 cooperated in the survey, the majority of which were willing to provide copies of their specifications. Fifteen specifications have been received. Based on the information obtained from these reviews, nine items have been recommended for consideration by TxDOT.

Book excerpt: In 2000, the Virginia Department of Transportation's (VDOT) Chief Engineer asked the Virginia Transportation Research Council to develop a vision of how and when VDOT would have a working end-result specification for hot-mix asphalt. The response to that question was that it would take several years and many steps to achieve. This report discusses the next step in that ongoing effort, which includes the development and simulated application of two statistical quality assurance (SQA) special provisions, one for asphalt concrete material and the other for asphalt concrete pavement. The criteria for these prototype SQA provisions included the application of standard national terminology and approach, a firm basis in existing VDOT specifications, and quality characteristics that represent the best practical performance measures. This report describes the outcome of a "shadow" application of the proposed SQA specifications to a subset of Virginia's annual maintenance-resurfacing projects. Although the involved production and placement activities were not subject to the requirements of the SQA specifications, the sampling and testing were designed to represent what would have been required had the special provisions been in effect. The study further determined the likely acceptance outcome for each shadow project and explored future modifications to specification limits and pay adjustment criteria. The most desirable benefit from effective end-result specifications stems from the ability to rededicate available inspection to those key production and placement processes (e.g., joint tacking and surface preparation) that cannot be measured upon delivery to the owner/agency. A less desirable, but more tangible, financial benefit results when these specifications permit a reduction in the overall inspection force. One conservative estimate suggests that VDOT could save more than $2 million per year in inspector salaries through an end-result specification for acceptance of hot-mix asphalt pavements

During the second phase of this project, various other activities were carried out, including a survey of other states to assess their approach in developing and implementing QC/QA specifications, a physical survey of QC/QA and non-QC/QA specification projects in Texas, and a limited evaluation of the cost of the projects. This report presents the results, findings, conclusions, and recommendations based on the collected information and on the work performed during the course of this research program.
