Douglas Egerton illuminates the complex motivations that underlay two related Virginia slave revolts: the first, in 1800, led by the slave known as Gabriel; and the second, called the 'Easter Plot,' instigated in 1802 by one of his followers. Although Gabriel has frequently been portrayed as a messianic, Samson-like figure, Egerton shows that he was a literate and highly skilled blacksmith whose primary goal was to destroy the economic hegemony of the 'merchants,' the only whites he ever identified as his enemies. According to Egerton, the social, political, and economic disorder of the Revolutionary era weakened some of the harsh controls that held slavery in place during colonial times. Emboldened by these conditions, a small number of literate slaves--most of them highly skilled artisans--planned an armed insurrection aimed at destroying slavery in Virginia. The intricate scheme failed, as did the Easter Plot that stemmed from it, and Gabriel and many of his followers were hanged. By placing the revolts within the broader context of the volatile political currents of the day, Egerton challenges the conventional understanding of race, class, and politics in the early days of the American republic.

Stewardship is emphasized because public administration is concerned with accountability and effective use of scarce resources and ultimately making the connection between the doing, the making and democratic values. More recently scholars claim that public administration has no generally accepted definition because the scope of the subject is so great and so debatable that it is easier to explain than define. Public administration is a field of study (i.e., a discipline) and an occupation. There is much disagreement about whether the study of public administration can properly be called a discipline, largely because of the debate over whether public administration is a subfield of political science or a subfield of administrative science. Scholar Donald Kettl is among those who view public administration as a subfield within political science. Public policy is the principled guide to action taken by the administrative executive branches of the state with regard to a class of issues in a manner consistent with law and institutional customs. In general, the foundation is the pertinent national and substantial constitutional law and implementing legislation such as the US Federal code. Further substrates include both judicial interpretations and regulations which are generally authorized by legislation. Shaping public policy is a complex and multifaceted process that involves the interplay of numerous individuals and interest groups competing and collaborating to influence policymakers to act in a particular way. These individuals and groups use a variety of tactics and tools to advance their aims, including advocating their positions publicly, attempting to educate supporters and opponents, and mobilizing allies on a particular issue. Often, the need for public policy develops over time. In the past, there might’ve been no way to prevent the problem from occurring, but with current technologies, a solution may appear. Though few slaves escaped being rented out at some point in their lives, this is the first book to describe the practice, and its effects on both slaves and the peculiar institution. Martin reveals how the unique triangularity of slave hiring created slaves with two masters, thus transforming the customary polarity of master-slave relationships. Drawing upon slaveholders' letters, slave narratives, interviews with former slaves, legislative petitions, and court records, Divided Mastery ultimately reveals that slave hiring's significance was paradoxical. The practice bolstered the system of slavery by facilitating its spread into the western territories, by democratizing access to slave labor, and by promoting both production and speculation with slave capital. But at the same time, slaves used hiring to their advantage, finding in it crucial opportunities to shape their work and family lives, to bring owners and hirers into conflict with each other, and to destabilize the system of bondage. Martin illuminates the importance of the capitalist market as a tool for analyzing slavery and its extended relationships. Through its fresh and complex perspective, Divided Mastery demonstrates that slave hiring is critical to understanding the fundamental nature of American slavery, and its social, political, and economic place in the Old South.
