Today, however, with the increasing number of excel lent publications, it is incumbent upon one who puts forth a new accounting work to justify his action. Much more is it necessary to explain the publication of a set of accounting books. Hence it is desirable to state at the outset the purpose of Business Account ing and to outline its scope and general methods of presentation. While many books have been published on account ing topics, in almost every case they are unrelated vol umes. In some few instances, a volume on accounting has logically followed another by the same author, but with these few exceptions every one published has been written without connection with, or adjustment to, any of those already existing. Under these conditions, the student of accounting, to get any connected and logical knowledge of his subject, must find one of his books here, another there, a third somewhere else, and bridge over the gaps between them as best he may. The proc ess is difficult, and the accounting knowledge he obtains is not always well co-ordinated and logically developed. The volumes of Business Accounting are intended to meet this situation. They cannot, it is true, provide a course of study in the sense that prescribed readings are recommended, written answers to questions required. State income obtained from property or earnings is described as economic, quasi private, or direct. It is closely analogous to the income of the indi vidual or company. Its amount depends on the possessions and the efficient management of the State, but it must be remembered that what is held as public is subtracted from private property. Where the State is universal landlord there cannot be a contribution from private landowners for the support of the public services, and the same is the case with industries appropriated by the Government. Thus, the extension of the State domain, though it seems to supply a direct revenue, yet affects the growth of private wealth, and thereby tends to reduce the receipts from taxation. The problem for the financier is to say how far the gain from State property outweighs this indirect loss, the effect in checking enterprise being included in the calculation. The general political results lie outside his field, though they are of most importance to the statesman. Another feature of economic revenue is the absence of the power of adjustment. The receipts from this source will not increase in time of need. They are inelastic. They may come in abundantly when there is no special call for increased returns. They are also in a sense earned, and therefore require a great deal of outlay as the condition of their continuance. This is specially true of receipts from industries, where the net return is much less than the gross receipts - in 1901 - 02 the receipts of the British Post Ofiice were but the net return was only - the net rarely exceeding120 'per cent of the gross. He is then led, step by step, through the use of non-technical terms, into the ledger, where he sees the way in which the data which he has been using are summarized. The books of original entry are next explained, and the method by which the information is classified as it is brought onto the books. Finally, the business papers and documents which constitute the source of all entries are described." To quote again from the original Introduction: "The subject is developed in such a way that the student knowing something of bookkeeping has little or no advantage over the one without such knowledge.
