Book excerpt: La Encuesta Nacional de Empleo tiene como objetivo proporcionar información sobre los niveles y las características de la población ocupada y desocupada a nivel nacional. NOTA IMPORTANTE: El modelo de encuesta al que corresponde la Encuesta Nacional de Empleo (ENE) dejó de operar en campo en diciembre del 2004. A partir de enero del 2005 se aplica un nuevo modelo denominado Encuesta Nacional de Ocupación y Empleo (ENOE), mismo que comprende un nuevo diseño de cuestionario, la introducción de nuevos clasificadores, así como técnicas innovadoras de procesamiento y supervisión. Adicionalmente, la ENOE cuenta con la estimación actualizada de la población total, con base en la Conciliación Demográfica realizada por el CONAPO, el INEGI y el COLMEX. Por lo anterior, los datos de la ENE dejaron de tener vigencia, por ello, sólo se recomienda consultar los productos de la ENOE, a los cuales se puede acceder desde la página principal: Información estadística > Fuente / Proyecto > Encuestas en hogares > Encuesta nacional de ocupación y empleo > Productos. .

Book excerpt: First published in 1998, this volume initially focused on Chilean pension reform, on which the author has published elsewhere, before moving onto Latin America more widely, with coverage extending from 1990 to the reform in Costa Rica and the Mexican pension reform in 1997. It emerged in the wake of reforms including in Peru (1993), Argentina and Colombia (1994) and Uruguay (1996). Particular focus is given to the new individual capitalization pension plans, along with arguments on the ignoring of pension schemes and its consequences, the connection of pension schemes to the labour market and the impact of pension schemes on the least advantaged. The Chilean model in particular has received praise from the IMF and the World Bank and these Latin American pension reforms will be of interest as a paradigm for other countries.

Book excerpt: This title was first published in 2000: Analyzing the poverty trends in Mexico during the 1980s and early 1990s, this work is concerned with the extent to which changes in the levels of poverty have modified the extent of participation in the labour market. The period covered is 1982 to 1994, when the Mexican economy experienced an economic crisis and the government set in motion the main stabilization policies and structural adjustment reforms. The author challenges the idea that adjustment reforms have had "social costs" in terms of income and formal employment loss. Despite income losses, well-being indicators continued to improve; and employment statistics show that employment grew despite the economic crisis and adjustment. The paradox of household income decline and the increase in income poverty is explained.

It demonstrates how the implementation of even very painful free-market economic reforms in Chile and Mexico have helped to consolidate democratic politics without engendering a backlash against either reform or democratization. This national-level compatibility between free markets and democracy, however, is founded on their rural incompatibility. In the countryside, free-market reforms socially isolate peasants to such a degree that they become unable to organize independently, and are vulnerable to the pressures of local economic elites. This helps to create an electoral coalition behind free-market reforms that is critically based in some of the market's biggest victims: the peasantry. The book concludes that the comparatively stable free-market democracy in Latin America hinges critically on its defects in the countryside; conservative, free-market elites may consent to open politics only if they have a rural electoral redoubt.
