Book excerpt: This title was first published in 2000: Analyzing the poverty trends in Mexico during the 1980s and early 1990s, this work is concerned with the extent to which changes in the levels of poverty have modified the extent of participation in the labour market. The period covered is 1982 to 1994, when the Mexican economy experienced an economic crisis and the government set in motion the main stabilization policies and structural adjustment reforms. The author challenges the idea that adjustment reforms have had "social costs" in terms of income and formal employment loss. Despite income losses, well-being indicators continued to improve; and employment statistics show that employment grew despite the economic crisis and adjustment. The paradox of household income decline and the increase in income poverty is explained.

Inflation is under control, capital and foreign investment are returning, and out growth has increased. Mexico's recovery, however, has been neither smooth nor rapid. In mid-1982, Mexico was in deep economic crisis compounded by an unfavorable international environment. Mexico was saddled with a large foreign debt, world interest rates were high, commercial banks had stopped lending, and the price for oil was dropping. Conditions at home were no better with rampant inflation, increasing capital flight, and chaos in financial and foreign exchange markets. To confront internal imbalances and accommodate adverse external conditions, Mexico adjusted its consumption and output, then sought new ways to foster growth. The crisis and adjustment imposed great hardship and demanded enormous discipline on the part of the government. This was accomplished without serious political or social disruption. In this book, Nora Lustig analyzes Mexico's economic evolution from the outset of the debt crisis in 1982 until the sweeping reforms began to bear fruit in the early 1990s. She explains the causes of the 1982 economic crisis and why it took Mexico "so long" to restore stability and growth. She also explores the question of the social costs of economic crisis and adjustment, and why the process may have been easier for Mexico than other debt-ridden countries. A discussion of the emerging role of the state in Mexico and the country's new outward-oriented development strategy is followed by an analysis of its search for greater economic integration with the United States and Canada. It also assesses the cost of staying healthy in normal times, showing how it is affected by the structure of the domestic pharmaceutical sector and by the effectiveness of public procurement of medicines. As the region may have to live with the virus for a while, four policy directions are proposed for discussion.

Book excerpt: This paper explores the impact of remittances on poverty, education, and health in 11 Latin American countries using nationally representative household surveys and making an explicit attempt to account for one of the inherent costs associated with migration -- the potential income that the migrant may have made at home. The main findings of the study are the following: (1) regardless of the counterfactual used remittances appear to lower poverty levels in most recipient countries; (2) yet despite this general tendency, the estimated impacts tend to be modes; and (3) there is significant country heterogeneity in the poverty reduction impact of remittances' flows. Among the aspects that have been identified in the paper that may lead to varying outcomes across countries are the percentage of households reporting remittances income, the share of remittances of recipient households belonging to the lowest quintiles of the income distribution, and the relative importance of remittances flows with respect to GDP. While remittances tend to have positive effects on education and health, this impact is often restricted to specific groups of the population.

Our analysis answers the following broad questions: Has economic growth resulted in gains in standards of living and reductions in poverty via improved labour market conditions in Latin America in the 2000s, and have these improvements halted or been reversed since the international crisis of 2008? How do the rate and character of economic growth, changes in the various employment and earnings indicators, and changes in poverty and inequality indicators relate to each other? Our contribution is an in-depth study of the multi-pronged growth-employment-poverty nexus based on a large number of labour market indicators (twelve employment and earnings indicators and four poverty and inequality indicators) for a large number of Latin American countries (sixteen of them). The book presents a positive and hopeful set of findings for the period 2000 to 2012/13. Economic growth took place and brought about improvements in almost all labour market indicators and consequent reductions in poverty rates. But not all improvements were equal in size or caused by the same things. Some macroeconomic factors were associated with changes in labour market conditions, some of them always in the welfare-improving direction and some others always in the welfare-reducing direction. Most countries in the region suffered a deterioration in at least some labour market indicators as a consequence of the international crisis of 2008, but the negative effects were reversed very quickly in most countries.

Book excerpt: This book reflects the results of more than ten years of cooperative research involving Wageningen Agricultural University (y. l AU) in the Netherlands, the Tropical Agricultural Research and Higher Education Center (CATIE; Centro Agron6mico Tropical de lnvestigaci6n y Ensefianza) in Costa Rica and the Costa Rican Ministry of Agriculture and Livestock (MAG; Ministerio de Agricultura y Ganadeda) as part of the Research Program on Sustainability in Agriculture (REPOSA) in the Central American country. The type of cooperation was unusual as it focused on both research and the education of students undertaking either M. Sc. thesis projects or a program of practical training in the various aspects of studying land use. Since funding was provided by W AU, a high degree of scientific autonomy was created that has clearly benefited the independent, scientific rigor of the work. Over the ten-year period, the program has changed from being a patchwork of various insulated specialist projects, into a truly interdisciplinary effort, leading to the development of innovative tools for analyzing land use on a number of geographical scales. These tools are presented in this book. Besides CATIE and MAG, cooperation with other Costa Rican partner institutions has been essential from the beginning, and this process of interaction has also evolved considerably over time.
