Book excerpt: In 2012, the Latin America and the Caribbean (LAC) region continued its successful drive to reduce poverty and build the middle class. Poverty reduction was accompanied by strong income growth of the bottom 40 percent of the population, the World Bank’s indicator of shared prosperity. However, the recent economic slowdown and stagnation in inequality decline suggest that future social gains may be more difficult to achieve. Given the modest prospects ahead, the region’s poverty reduction strategy needs to focus on restoring growth and preserving macroeconomic stability, while reinforcing the ability of less advantaged groups to participate in and contribute to growth. This report assesses two relevant policy areas: equity of fiscal policy and equal access to basic goods and services for children that open the opportunity for them to lead lives of their choosing. Drawing on results from the Commitment to Equity project, the report shows that fiscal policy remains an underused instrument in terms of level and incidence of taxation and spending. The Human Opportunity Index underscores that opportunities are expanding for children in the region, but large gaps remain in access and quality.

The fourth and final section of the book studies a variety of aspects related to remittances from United States to Mexico and Latin American countries, including whether remittances promote growth in Mexico, whether remittances sent to Mexico finance migration of more Mexicans to the United States, and whether remittances have positive impacts in the households that receive them. The contributors to Migration and Remittances from Mexico are specialized migration researchers, trained in a broad variety of fields, including economics, sociology, demography, and political science in both Mexico and the United States. The empirical analyses show that non-farm income shares increase with overall consumption levels and, also, with time. Rural-dwellers in lower quintiles of the consumption distribution tend to earn a larger share of their nonagricultural incomes from wage labor activities. For the poorest, low-productivity wage labor activities are important. The quantile wage regression analysis for rural Mexico shows a rather heterogeneous impact pattern of individual characteristics across the wage distribution on monthly wages. The author's findings reveal that education is key to earning higher wages, and that workers in more dispersed rural areas earn less than their peers in semi-urban rural areas (localities with less than 15,000 inhabitants). The rural non-farm sector is heterogeneous and includes a great variety of activities and productivity levels across non-farm jobs. Moreover it can reduce poverty in a couple of distinct but qualitatively important ways in rural Mexico. The analysis of non-farm employment in rural Mexico suggests that the two key determinants of access to employment and productivity in non-farm activities are education and location.

Book excerpt: After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.

Book excerpt: For the last decade, economic growth in Latin America and the Caribbean (LAC) has sharply accelerated, pushing poverty and inequality to historic lows in the most unequal region in the world. In 2012, as the world\2019s ongoing economic problems make optimistic predictions less certain and threaten to undermine gains against poverty and inequality, it is critical to understand the structural forces that have promoted recent positive social outcomes. This report explores how women in the region have played a critical role in achieving the poverty declines of the last decade, with their labor market participation rates growing 15 percent from 2000 to 2010. It further considers how future progress will require increased female economic power and more effective policies to promote it. If female labor income had remained the same during this period, holding all else constant, extreme poverty in Latin America and the Caribbean would have been 30 percent higher in 2010. In other words, 17.7 percent of the population in the region would have been below the extreme poverty rate, compared to the actual 14.6 percent. The report suggests focusing public policy on three priorities: expanding female labor market opportunities; improving female agency which - while important in its own right - has important potential benefits for equality of economic opportunities and assets, and supporting the growing number of poor single female-headed households. Along with these suggested policy priorities, strong monitoring and evaluation systems should be included to every extent possible.
