Recognizing that the H5N1 research is only the most recent scientific activity subject to widespread attention due to safety and security concerns, on May 1, 2012, the National Research Council's Committee on Science, Technology and Law, in conjunction with the Board on Life Sciences and the Institute of Medicine's Forum on Microbial Threats, convened a one-day public workshop for the purposes of 1) discussing the H5N1 controversy; 2) considering responses by the National Institute of Allergy and Infectious Diseases (NIAID), which had funded this research, the World Health Organization, the U.S. National Science Advisory Board for Biosecurity (NSABB), scientific publishers, and members of the international research community; and 3) providing a forum wherein the concerns and interests of the broader community of stakeholders, including policy makers, biosafety and biosecurity experts, non-governmental organizations, international organizations, and the general public might be articulated. Zika appearing for the first time in the Americas is associated with birth defects and a paralytic condition in adults. Lastly, illness due to hepatitis viruses were observed prominently during the second World War initially associated with blood transfusions and vaccine inoculations. Since then, hepatitis virus infections have afflicted millions of individuals, in some leading to an acute fulminating liver disease or more often to a life-long persistent infection. A subset of those infected has developed liver cancer. However, in a triumph of medical treatments for infectious diseases, pharmaceuticals have been developed whose use virtually eliminates such maladies. For example, Hepatitis C virus infection has been eliminated from almost all (>97%) of its victims. This incredible result was the by-product of basic research in virology as well as cell and molecular biology during which intelligent drugs were designed to block events in the hepatitis virus life-cycle"--

In June 1999, WHO decided to delay the destruction of these stocks. Informing that decision was Assessment of Future Scientific Needs for Variola Virus, which examines: Whether the sequenced variola genome, vaccinia, and monkey pox virus are adequate for future research or whether the live variola virus itself is needed to assist in the development of antiviral therapies. What further benefits, if any, would likely be gained through the use of variola in research and development efforts related to agent detection, diagnosis, prevention, and treatment. What unique potential benefits, if any, the study of variola would have in increasing our fundamental understanding of the biology, host-agent interactions, pathogenesis, and immune mechanisms of viral diseases.
