This book, breaking with old stereotypes and the strategies they spawned, proposes an alternative paradigm for development projects in Appalachian communities-one that is far more inclusive and democratic than previous models. Emerging from a critical analysis of the modern development process, the participatory development approach advocated in this book assumes that local culture has value, that local communities have assets, and that local people have the capacity to envision and provide leadership for their own social change. Anthropologist Marina Welker draws on two years of research at Newmont Mining Corporation’s Denver headquarters and its Batu Hijau copper and gold mine in Sumbawa, Indonesia, to address these questions. Against the backdrop of an emerging Corporate Social Responsibility movement and changing state dynamics in Indonesia, she shows how people enact the mining corporation in multiple ways: as an ore producer, employer, patron, promoter of sustainable development, religious sponsor, auditable organization, foreign imperialist, and environmental threat. Rather than assuming that corporations are monolithic, profit-maximizing subjects, Welker turns to anthropological theories of personhood to develop an analytic model of the corporation as an unstable collective subject with multiple authors, boundaries, and interests. Enacting the Corporation demonstrates that corporations are constituted through continuous struggles over relations with—and responsibilities to—local communities, workers, activists, governments, contractors, and shareholders.

Book excerpt: The industrial era organizations used dualistic leadership theory, which regarded followers as objects of leaders’ influence to socialize them into passive followership irrespective of context and outcome. Consequently, organizations focused on leadership and condemned active followership as a toxic behavior that sabotages organizational processes and outcomes. However, the emergence of relational leadership theory in the information era flattened organizational structure, which created a greater need for collaboration within and across sectors. In this new era, organizations cannot survive without responsible individuals who could be productive as both leaders and followers. As a result, organizations are experiencing high demand for active followership throughout organizational ranks, roles, and relationships. Nonetheless, since followership studies are still in their infancy, there is hardly any information on how followers develop and enact active followership. Whereas some studies established followership identity, role, and behaviors, and identified factors influencing their development, none has explored how they do so. This study offers a theory of followership development and enactment anchored in a seamless paradigm that can be used to expand leadership theory beyond dualistic tendencies that absolutized the differences among leadership variables despite their seamlessness. Therefore, it enhances organizational desire and capacity to develop and engage star followers effectively.

By examining the bridges and schisms between the two fields as they come together in the project, an alternative way of approaching sexual health communication is advocated. Moments of value which lie around the margins of the practice emerge as opportunities that can be overlooked. These somewhat ephemeral, intangible moments, which appear on the edges, are described as ‘apertures of possibility’ and occur when one takes a step back and realises something unnoticed in the moment. This book offers an invitation to pause and notice the seemingly insignificant moments that often occurs tangentially to the practice. With exclusively bureaucratic approaches no longer en vogue, authorities now opt for “open” forums for engagement. In The Participation Paradox Luke Sinwell argues that amplifying the voices of the poor and dispossessed is often a quick fix incapable of delivering concrete and lasting change. The ideology of public consultation and grassroots democracy can be a smokescreen for a cost-effective means by which to implement top-down decisions. As participation has become mainstreamed by governments around the world, so have its radical roots become tamed by neoliberal forces that reinforce existing relationships of power. Drawing from oral testimonies and ethnographic research, Sinwell presents a case study of one of the poorest and most defiant Black informal settlements in Johannesburg, South Africa – Thembelihle, which consists of more than twenty thousand residents – highlighting the promises and pitfalls of participatory approaches to development. Providing a critical lens for understanding grassroots democracy, The Participation Paradox foregrounds alternatives capable of reclaiming participation’s emancipatory potential.

The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.
