Book excerpt: Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Systems Interoperability is the number one problem in the Defense Department today in joint force operations. Deployed operational forces are joint a meld of multiple Services and coalition partners, each independently efficient and smoothly operating. The resulting mix of unique systems, operating procedures, protocols and standards, tactics, and languages produces an interoperability quagmire and complicates the full realization of information superiority. Further, new systems and system upgrades are increasingly complex in sophistication of information technology and communications interfaces, and the problems compound. Because of practical limitations on assembling joint forces short of actual operational deployment, modeling and simulation (M & S) is a key to understanding and resolving interoperability problems. M & S plays a critical role in system and force evaluation; the Joint Distributed Engineering Plant (JDEP) will provide a test bed for systems to be exercised in a representative joint operational environment. A collaborative engineering environment underpins JDEP, utilizing concepts of Simulation Based Acquisition (SBA). Individual systems must be "born joint." In addition to optimizing a systems design, in terms of independent performance, the design must include the capability to interoperate with a myriad of other systems. This is in the context of a systems architecture drawn from a joint operational architecture which portrays the users (theater warfighting Commander-in-Chief) requirements to prosecute operations. M & S used in system development must provide reuse and interoperability of models and data across service and program lines. This is essential to building system-of-systems interoperability.

Book excerpt: Joint tactical C4ISR architecture -- or the integration of command, control, communications, computers, intelligence surveillance, and reconnaissance assets -- has long been a focus of defense visionaries. They picture systems linking assets, enabling the Armed Forces to detect and strike targets with blinding speed. Such architecture has broader implications. It can enable Joint Vision 2010 and ultimately a revolution in military affairs. An advanced concept technology demonstration (ACTD) by U.S. Pacific Command (PACOM) represents progress in realizing such visionary concepts. The Under Secretary of Defense for Acquisition and Technology testified before Congress that, "We must achieve an interoperable and integrated, secure, and smart C4ISR infrastructure that encompasses both strategic and tactical needs. Enhanced situation awareness and information assurance are. . .the backbone of the revolution in military affairs." That potential was realized in part during the Persian Gulf War. U.S. forces could see targets faster with airborne warning and control and joint surveillance target attack systems. And they could hit them with greater precision. But operations are often far from perfect. The old problem remained: getting the right information to the right place at the right time. A fully integrated C4ISR architecture is the solution. It can bind the services together with defense, intelligence, and other governmental agencies. It will synchronize the unique strengths of organizations and enable the more seamless integration of service capabilities sought by JV 2010. This system of systems can link all sensors -- strategic, theater, and tactical -- within an enhanced command and control framework. Information will be fused with other friendly information and distributed as a common operational picture to users. Just as the computer and Internet have empowered individuals, shared information from an integrated C4ISR architecture may do the same for small units.7.

Book excerpt: Modern military operations require interoperability. The Department of Defense (DoD) has made tremendous interoperability gains over the last few years. Unfortunately, without a way to assess the status of interoperability throughout the department, it is difficult to quantify this progress. Although interoperability issues are persistent and visible, the number of interoperability successes is easily overlooked. Most systems developed today meet the interoperability requirements that were specified in their operational requirements documents (ORDs). The application of a set of metrics addressing this domain would shed more light on the situation and highlight the successes of the many agencies that have labored to produce interoperable systems. Effective metrics would enable the services and agencies to make informed decisions about the allocation of scarce resources to solve interoperability in already fielded systems.

They act not only as force multipliers for the military platforms into which they are integrated, but also as the means to better link different types of forces (air, sea, land). Moreover, they can connect forces of different nationalities, enabling interoperability and the efficient use of military resources. The study analyzes the deployed and planned C4ISR capabilities of seven European countries: France, the United Kingdom, Germany, Italy, the Netherlands, Spain, and Sweden. Capabilities discussions are divided into command and control (C2), communications and computers, and intelligence, surveillance, and reconnaissance (ISR). We examine the extent to which advanced C4ISR and network doctrines figure in the defense planning of these nations and explore the extent of interoperability within and between these national forces and between these forces and those of the United States. The study also examines the C4ISR doctrines and capabilities of the NATO alliance and C4ISR-related work being done under the aegis of the European Union (EU).

To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Book excerpt: For the past few years, the Space and Naval Warfare Systems Command (SPAWAR) has been developing a Naval Architecture Database (NAD) designed to integrate the Navy's C4ISR operational, systems, and technical architectures in order to support users represented by the program managers, systems engineers, and their equivalents at other CINCs/Services/Agencies. Several systems related applications, models, and tools use this architectural information to support C4ISR decision making. Each of these applications addresses a different and specialized aspect of the systems engineering process. Addressed from an architectural level, it appears that most if not all of these applications may be supported by the same set of C4ISR systems related data. Process and business efficiencies can be realized if a centralized information repository is populated in order to distribute accurate and timely information to support all systems engineering applications. Metadata and production datafills could and should be shared. Once the central repository is established, various different systems applications may be added to a modular structure, easing change management. A fully populated central architecture repository could also be used to provide decision support systems with the capability to query across systems application boundaries to provide management with forecasting, trend analysis, and knowledge-based capabilities combining topics such as fleet deployment, systems capabilities, budget modeling, and systems architecture. This paper describes the C4ISR systems engineering requirements that we have gathered and the methodologies that we have applied in building a central architecture repository to provide C4ISR systems interoperability information.

Book excerpt: This paper is an assessment of Department of Defense (DoD) and service initiatives to ensure joint interoperability of Command, Control, Communications, Computers, and Intelligence (C41) systems. Using a consolidated initiative matrix, visions and actions are reviewed to identify intent, and existing documents used by C41 system planners, designers, and developers are assessed against essential system development criteria, required baseline actions, to achieve interoperability. Findings reveal that interoperability development guidance and tools do not address mission-specific parameters of C4I systems. Not all C4I systems are the same. Mission-specific requirements dictate whether a system is interoperable or not. The current interoperability definition is quite vague for mission-specific systems, and existing DoD and service initiatives only address general guidance to focus system development. Common mission-specific cases are provided and demonstrate that achieving interoperability is more than general guidance and more than the ability to pass data or information through seamless interfaces to ensure that systems are functional. Interoperability must be further defined by analyzing a C41 system's unique mission. Finally, to guide C41 system design, a framework to establish quantifiable thresholds is developed and presented using existing joint doctrine.

Book excerpt: The importance of C4ISR (command, control, communications, computers, intelligence, surveillance, and reconnaissance) as a key enabler for warfighting success has long been recognized. What has been less clear is a means for coalition forces to achieve information superiority and C4ISR dominance. Understanding not just the operational needs and the technical requirements but also the functional capabilities required to achieve this goal can hasten the day when C4ISR dominance for coalition forces is more than a futuristic goal. We address a critical issue-how does the technical community achieve this goal? The overarching thesis of this paper is that in order to achieve information superiority and C4ISR dominance, the technical community should neither chase means to overcome extant enemy operational capabilities nor attempt to push systems to the operational forces based solely on available technology. Rather, it should build to a discrete set of functional capabilities to achieve information superiority. This paper identifies seven functional imperatives to achieve this C4ISR dominance over an adversary. We conclude that what has remained timeless from the days of Sun Tzu to today's conflicts are the universal needs of warfighters to have the right information, at the right place, at the right time.
