Based on analysis of practical experiences, the book identifies four key elements to support empowerment: information, inclusion and participation, improved accountability and local organisational capacity. This framework is then applied to five areas of action to improve development effectiveness: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid. It also offers twenty 'tools and practices' which concentrate on a wide-range of topics to support the empowerment of the poor.

Book excerpt: This report shows that after a decade of moderate growth but little or no long term change in rural poverty in Pakistan, agricultural output, rural incomes, rural poverty and social welfare indicators all showed marked improvements between 2001-02 and 2004-05. However, longer term trends suggest there is little reason for complacency. The agricultural GDP per capita growth rate (1999- 2000 to 2004-05) was only 0.3 percent per year; rural poverty rates in 2004-05 are still at levels that approximate those of the 1990s; and social welfare indicators in Pakistan remain significantly below those of other countries in south Asia. Moreover, problems related to timing and availability of water for irrigation, inadequate rural infrastructure, a skewed distribution of assets, and low levels of health and education continue to slow the progress of economic growth and poverty reduction. Nonetheless, Pakistan has made important strides in the last several years to promote rural growth and poverty reduction. The study concludes that a comprehensive rural growth and poverty reduction strategy is needed, predicated on four main pillars: 1) Promoting efficient and sustainable agricultural growth to raise incomes of small farmers and to generate growth linkages in the rural non-farm economy; 2) Creating an enabling environment for the rural non-farm sector to enhance employment and incomes, and improving rural public-service delivery in infrastructure, health, education and population to serve as a foundation for growth and to increase household welfare; 3) Improving the effectiveness and governance of rural institutions through the decentralization and strengthening of local demand for enhanced accountability as well as through more proactive use of public-private partnerships; 4) Empowering the poor and protecting the most vulnerable through social mobilization, safety nets and facilitating access to productive assets for income generating activities.

Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

In spite of the modest economic growth in Pakistan, rural poverty has not been reduced due to various reasons. Poverty is a complex phenomenon and it can be articulated in income and non-income components. This study identifies the factors affecting rural household poverty. The study was based on the primary data which was collected through the multi-stage cluster sampling from the rural areas of the Southern Punjab. The responses were collected through face-to-face interviews and the total two hundred heads of household were interviewed. The incidence of poverty was measured through the headcount ratio. A Logit model was used to analyze the relationship between the dependent and the independent variables. The education, health status within the households, the gender of the household head, female participation ratio in labor market and the access to market are inversely related to the household poverty in the said area, while person per room, the female-male ratio (workers), a distance of school from house and dependence ratio are positively related to poverty incidence. Poverty will be alleviated in rural areas of Pakistan if the government improves the basic infrastructure and the market access facilities as well as enhance the household empowerment of rural people.

Increased mobility through massive urbanization and migration allows people unprecedented access to different cultures and ideas; advanced technologies speed the pace of human interaction; the globalization of communication offers new forms of social relationships that may directly contradict traditional norms for behavior. These changes create tremendous stresses on relationships in societies - affecting the way youth interact with their elders, the way women and men relate to each other, how urban migrants and refugees relate to their new environments, and so on. The impacts of these changes are felt acutely in 'fragile' situations, where groups and institutions struggle to adapt to the stresses of rapid social change. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. In addition to these domestic challenges, the costs of fragility often spill over to neighboring regions in the form of trafficking in illegal goods and persons, corruption, and violence. 'Societal Dynamics and Fragility' frames a fresh approach to these challenges, by focusing on improving relationships across groups and institutions in society. Drawing on case studies from Yemen, Central African Republic, Haiti, Liberia and Aceh (Indonesia), the book provides a framework for understanding and healing the social divides that often get in the way of building capable institutions and exiting from fragility.

The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.
