Book excerpt: This report tells the story of a gender pilot that was carried out in water users' organizations for irrigated agriculture in the Peruvian highlands or Sierra region. It was designed upon the request of Peru's ministry of agriculture, with the objective to strengthen the role of women in water management and to improve their condition as agricultural producers. At first, a gender diagnostic was carried out to better understand the different barriers that hinder the attendance and thus equality of participation of women in trainings and meetings. After this diagnostic, a discussion followed about the importance for a community of including women in water management. In response to these diagnostics and subsequent discussions, the water users resolved to set specific targets for becoming more inclusive organizations, and shaped the content and timing of their activities to allow a greater number of women to participate. The pilot, carried out between 2007 and 2009, improved women s technical skills, self-esteem and position in the water users organizations, and has raised awareness among the community members about women's specific needs and expectations related to water management for irrigated agriculture. The participatory methodology used in this pilot was designed with the support of the World Bank group gender action plan, and is currently being scaled up in the World Bank financed Sierra Irrigation Subsector Project (PSI Sierra).

Book excerpt: In a world fraught with visions of an impending 'water crisis' it is not surprising that the main barrier to achieving the Millennium Goals of Development of water, sanitation and hygiene, for all, is not seen as a lack of willingness to learn from the past, to acknowledge failure and success and respect the diversity of approaches and social actors. this book brings together five in-depth case studies of civil society interventions from different parts of India which have struggled to resolve issues of women's participation, equity and sustainability in community based water management systems. From the water scarce areas of coastal Gujarat where UTTHAN has been promoting decentralized and gender equitable water alternatives to the SEWA campaign on women, water and work, and AKRSP(I)'s attempts to involve women farmers in participatory irrigation management interventions in adivasi dominated South Gujarat, from community lift-irrigation schemes in Jharkhand managed by women's group promoted by PRADAN, to SOPPECOM's efforts in facilitating rights to water and land for women and the landless in Maharashtra, the case studies illustrate that the process of negotiating change of, 'flowing upstream' is indeed messy, complicated and complex. Emerging insights while located in a specific socio-economic, political and cultural context provide a menu of essential but not necessarily sufficient, ingredients towards a strategy for mainstreaming gender and equity rights in water management. Together, the cases raise important questions on the social construction of water policy in India, the gendered structure of facilitating organizations, networking and the role of learning in developing accountable and socially inclusive governance mechanisms for managing our natural resources.

Book excerpt: Small-scale irrigation is expanding rapidly in parts of the world, especially sub-Saharan Africa, offering smallholder farmers an opportunity to improve their livelihoods, diets, and resilience to climate change among other benefits. Growing research focuses on the potential for small-scale irrigation to offer a pathway for women’s empowerment, yet the factors conditioning the relationship between small-scale irrigation and women’s empowerment are not well understood. The evidence tends to be scattered across context-specific case studies that focus on targeted outcomes, without distinguishing between technology types, scales, or approaches to irrigation systems or technologies. This paper synthesizes the issues related to gender and small-scale irrigation using a conceptual framework that highlights the linkages between elements of women’s empowerment and small-scale irrigation. Because gendered dynamics with small-scale irrigation play out differently depending on the scale of irrigation and the technologies used, this paper applies the framework to examine case studies across a typology of small-scale irrigation systems. The case studies cover a range of farming and livelihood systems in which women’s roles and gender relations vary, highlighting the importance of the opportunity structure or context in which irrigation takes place. This paper then draws lessons on the various ways in which small-scale irrigation, gender relations, and women’s empowerment interact and highlights areas where research gaps remain.

Out of an explicit feminist commitment, the linkages between gender (in-equality and irrigation development are explored from two different angles. The first angle consists of a critical discussion of current theories that underlie irrigation planning and policies. In many ways, these theories make it difficult to properly recognize and accommodate gender relations. At the same time they are based on an incomplete and often inadequate understanding of these relations. The second angle consists of a number of case studies undertaken in different countries (Nepal, Sri Lanka, Niger, Burkina Faso) to empirically explore how and where gender relations affect and are affected by irrigation management policies and practices.

Book excerpt: In 2006, the State of Chhattisgarh adopted the new Participatory Irrigation Management (PIM) Act, which set out important changes for irrigation management and had significant implications for women's participation in irrigation system. Chhattisgarh has abundant agricultural land and rainfall. However, agricultural productivity was low because only wet season rice (or paddy) was grown in most areas. The Chhattisgarh Irrigation Development Project (CIDP) improved irrigation, making it possible for dry season (rabi) cropping and giving many farmers the opportunity to improve their livelihood. With the PIM Act, the CIDP improved farm productivity and increased the participation of women in farm decision-making. The CIDP was the first irrigation project in Chhattisgarh that worked within a participatory irrigation management framework and strengthened water users' associations.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

The benefits of home gardens for better family nutrition, health status of children and mothers, and as an entry point for empowering women have been documented in some studies. However, there is very little specific evidence to confirm these benefits. The paper also reviews some of the water management practices and garden technologies used in home and market gardens. It recommends building on current home gardening practices, starting with diagnostic appraisals of actual gardening practices, and moving on to participatory action research focused on evaluating promising water management technologies and testing implementation of strategies that empower women.
