Book excerpt: Purpose/Objective: The aim of this paper is to identify why or why not police get support and cooperation from the public. Relational models of authority argue that people evaluate the degree to which the police reflect the group's moral values by assessing the fairness of the procedures they use to exercise their authority. Moreover, as per the social identity approach, people's cooperation with the police is motivated in part by their judgment that the police are prototypical representatives of the group's moral value. Combining both approaches in a single theoretical framework, we applied Sunshine & Tyler (2003) model, on citizens' feelings about Pakistani Law enforcement agencies (LEA). In this, we hypothesized that procedural justice aligned police and citizen moral values in form of moral solidarity. This moral solidarity in turn effect LEA's effectiveness through increased cooperation from citizens as their feelings of Compliance and Cooperation with LEAs increased along with the people's will to give power to them.Methodology/Design: Empirical validity was established by conducting a survey using a close-ended questionnaire. Data was collected from 296 citizens of Karachi and analyzed using confirmatory factor analysis and structured equation modeling. The study has used a nonprobability purposive sampling technique while data was analyzed employing PLS-SEM using Smart PLS version 3.2.8.Findings: The results showed that moral solidarity has a positive significant effect on orientation towards policing, whereas procedural justice has a significantly positive effect on moral solidarity and orientation towards policing. Moreover, moral solidarity has a complementary mediating effect between procedural justice and orientation towards policing. Findings also showed that moral solidarity alone as well as along with Orientation towards Policing seems to have a significant and positive mediation in the effect of justice on compliance, cooperation and empowerment.Implications: Community policing encourages that, instead of the incident-oriented method that has continued to dominate in tandem with the professional model, the problem-solving attitude of police be embraced.

In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Book excerpt: Allama Mashraqi (Inayatullah Khan), sage of the East, was among few courageous leaders who bravely fought for the independence of India that resulted in the creation of Pakistan and India. Mashraqi's role prior to and after the partition of India is vital to the history of the Indian sub-continent. He was founder of Khaksar Tehreek (Movement) (founded in 1930) and Islam League (founded after independence). Mashraqi devoted his life to the uplift of the common man. He was not only an outstanding leader of the 20th century but also one of the greatest revolutionaries, visionaries, scholars, and mathematicians that emerged in that part of the world. Mashraqi's genius was proven when early on when he set unprecedented academic records at the Cambridge University (U.K.). There he completed four Triposes in five years with distinction. He was declared a Bachelor Scholar, Foundation Scholar and a Wrangler. It is believed that his academic records at this University are yet to be surpassed. He returned to India after his education and within a few years, in 1917, at age 29, he was appointed Under Secretary (Education Dept.) in British India. The British offered him Ambassadorship to Afghanistan in 1920 and the title of Sir in 1921. However, he declined both offers, and opted to represent and fight for the masses. Mashraqi was also among great speakers and writers, and his monumental work is "Tazkirah" ("Tazkira") an interpretation of the Holy Quran from a scientific perspective. Indeed, these credentials speak of a man born with astounding skills and exceptional abilities. Such personalities are born once in centuries. Mashraqi's followers and supporters ran in millions. He passed away in 1963 and well over 100,000 people came to attend his funeral and mourn his demise. With his death, an important chapter of Pakistan and India's history closed, as he played a vital role in both the pre- and post- independence eras. Though Mashraqi passed away, people will continue to be inspired by this legendary personality. May his soul rest in peace.
