Rural areas, with little tradition of evaluation, have been most challenged by its introduction. This paper analyses the influence of evaluation activities in three local programs and partnerships created in the rural areas of Madrid under the European LEADER initiative, whose aim is to encourage rural development at the local level. The results show the capacity of evaluation to foster community empowerment. The expansion of evaluation culture at the local level can translate into one of continuous improvement that supports empowerment and community development.

Mixed methods approaches would be advantageous using quantitative data from databases plus qualitative information to derive a range of variables and indicators. This report identifies assessment methods that have been used and evidence for integrating qualitative and quantitative data for national assessments. When resources are limited or there is no current practice of measurement of community empowerment the simplest approach is to combine a selection of quantitative variables and indicators available in statistical databases. When resources can be allocated a more systematic approach would supplement such accessible data with some form of rapid qualitative assessment. Ideally a formal national monitoring and evaluation system would be instituted that collects all the relevant quantitative and qualitative data and combines these into a regularly updated assessment.

However, whether these systems can promote learning, group functioning process, and community empowerment, is an empirical question. A comparative analysis of three categories of groups; with, without and those that partially integrated some elements of PM & E was conducted in Kenya. A total of 49 farmer field school (FFS) groups (18 with PM & E, 18 without PM & E and 13 that partially integrated some elements of PM & E) were surveyed in Coastal Kenya from three projects implemented by KARI- Mtwapa research centre in partnership with the International Centre for Tropical Agriculture, Ministry of Agriculture and other NGOs.
