A public place, whatever its nature—a park, a mall, a train platform or a street corner—is where people pass by, meet each other and at times become a victim of crime. With this book, we submit that crime and safety in public places are not issues that can be easily dealt with within the boundaries of a single discipline. The book aims to illustrate the complexity of patterns of crime and fear in public places with examples of studies on these topics contextualized in different cities and countries around the world. This is achieved by tackling five cross-cutting themes: the nature of the city’s environment as a backdrop for crime and fear; the dynamics of individuals’ daily routines and their transit safety; the safety perceptions experienced by those who are most in fear in public places; the metrics of crime and fear; and, finally, examples of current practices in promoting safety. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. These changes include better management of leadership succession, better crisis management, improved social welfare, the management of society through treating different social groups differently depending on their potential to rival the Party state, and a variety of limited, intra-party and grassroots democracy. This book applies to the Chinese model the term “pragmatic authoritarianism.” It explains changes to and the likely future direction of China’s governance model. It compares current risks in China’s governance with threats that terminated dynasties and the republic in China over the past four thousand years and concludes that the regime can be expected to survive a considerable period despite its existing flaws. Next it provides a theoretical framework for analyzing climate change manifestations and policies from the perspective of gender and human security. Mexico City has approved the Cohabitation Law, which grants same-sex couples marital rights identical to those of common-law relationships between men and women. Yet, a gay man was murdered every two days in Latin America in 2005, and Brazil recently led the world in homophobic murders. These facts illustrate the wide disparity in the treatment and rights of lesbian, gay, bisexual, and transgender (LGBT) populations across the region. The Politics of Sexuality in Latin America presents the first English-language reader on LGBT politics in Latin America. Representing a range of contemporary works by scholars, activists, analysts, and politicians, the chapters address LGBT issues in nations from Cuba to Argentina. In their many findings, two main themes emerge: the struggle for LGBT rights has made significant inroads in the first decade of the twenty-first century (though not in every domain or every region); and the advances made were slow in coming compared to other social movements. The articles uncover the many obstacles that LGBT activists face in establishing new laws and breaking down societal barriers. They identify perhaps the greatest roadblock in Latin American culture as an omnipresent system of "heteronormativity," wherein heterosexuality, patriarchalism, gender hierarchies, and economic structures are deeply rooted in nearly every level of society. Along these lines, the texts explore specific impediments, including family dependence, lack of public spaces, job opportunities, religious dictums, personal security, the complicated relationship between leftist political parties and LGBT movements in the region, and the ever-present "closets," which keep LGBT issues out of the public eye. The volume also looks to the future of LGBT activism in Latin America in areas such as globalization, changing demographics, the role of NGOs, and the rise of economic levels and education across societies, which may aid in a greater awareness of LGBT politics and issues. As the editors posit, to be democratic in the truest sense of the word, nations must recognize and address all segments of their populations.

The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Book excerpt: The need to allow for a legal change of sex/gender, in certain cases, is no longer disputed in most jurisdictions. For European countries, there is no question as to whether such a change should be allowed after the decision of the European Court of Human Rights in Goodwin v. United Kingdom (Application No. 28957/95). The question has therefore shifted to what the requirements should be for such a legal change. Many jurisdictions have legislated or developed an administrative approach to changing sex/gender, but the requirements differ significantly from jurisdiction to jurisdiction, particularly with regard to age, nationality, and marital status, as well as the medical and psychological requirements. The latter, in some jurisdictions, still include surgery and sterility as a precondition, thus potentially forcing the persons concerned to choose between the recognition of their sex/gender identity and their physical integrity. This book examines questions that are thus far under-researched, namely what the full legal consequences of a legal change of sex/gender should be - for example, with regard to the existing legal relationships, such as marriages and registered partnerships, but also concerning children and parentage. The Legal Status of Transsexual and Transgender Persons is the result of an international research project, including not only national reports from 14 European and non-European jurisdictions, but also two chapters that look at legal sex/gender changes from a Christian perspective, and one chapter from a medical-psychological perspective. The final chapter compares and contrasts the different approaches and requirements and makes recommendations for best practice and law reform.
