Book excerpt: Excerpt from A Technique and Relationships for Projections of Employment in the Pacific Coast Forest Products Industries The second part of the paper presents recent trends in total employment by geographic areas and industrial sectors. Since these trends include the effect of all factors influencing employment, they provide a background against which to evaluate and adjust projections based on wood input alone. They provide the basis for extrapolating future employment, assuming continuation of trends in raw material consumption, industry mix, productivity, and utilization. The last section deals with the seasonal variations of forest industry employment. Recognition of the seasonal patterns of the various industrial sectors is essential to interpreting projected employment's impacts on the community. Seasonality data should also be helpful to regional and community planners interested in encouraging the development of other industries whose seasonal employment patterns would offset those of the forest-related industries. The forest industrial sectors analyzed in this study are all represented in the major categories-lumber and wood products, and paper and allied products. The lumber and wood products category includes logging activities. Employment data used in this study include all persons covered by unemploy ment insurance in these industries, as reported by the State employment agencies in Washington, Oregon, and California. This covered employment is subject to legal limitations of the unemployment insurance acts of the States, which have changed slightly in some forest industrial sectors since 1960. In 1955, value added by manu facture in these industries (lumber, paper, furniture, and allied products) totaled 879 million dollars (fig. Industries wholly or partially dependent on the timber resource accounted for 9 percent of the total value added by manufacture in the State. Forest indus= tries ranked third, behind transportation equipment and food prod ucts. Forest products also account for a sizable share of the State's jobs. In 1955, manufacturing facilities for converting wood to finished products furnished employment for 10 percent of all workers engaged in manufacturing in California and accounted for about 10 percent Of the annual payrolls Of manufacturers. Forest industries provide 106, 000 jobs and furnish the major means of livelihood for close to 400, 000 persons. Even though employment in forest industries is Often seasonal, particularly in logging oper ations, average annual earnings compare favorably with incomes in other manufacturing industries in California.
