Book excerpt: In recent years, a flurry of reports on downsizing, outsourcing, and flexible staffing have created the impression that stable, long-term jobs are a thing of the past. According to conventional wisdom, workers can no longer count on building a career with a single employer, and job security is a rare prize. While there is no shortage of striking anecdotes to fuel these popular beliefs, reliable evidence is harder to come by. Researchers have yet to determine whether we are witnessing a sustained, economy-wide decline in the stability of American jobs, or merely a momentary rupture confined to a few industries and a few classes of workers. On the Job launches a concerted effort to reconcile the conflicting evidence about job stability and security. The book examines the labor force as a whole, not merely the ousted middle managers who have attracted the most publicity. It looks at the situation of women as well as men, young workers as well as old, and workers on part-time, non-standard, or temporary work schedules. The evidence suggests that long-serving managers and professionals suffered an unaccustomed loss of job security in the 1990s, but there is less evidence of change for younger, newer recruits. The authors bring our knowledge of the labor market up to date, connecting current conditions in the labor market with longer-term trends that have evolved over the past two decades. They find that layoffs in the early 1990s disrupted the implicit contract between employers and staff, but it is too soon to declare a permanent revolution in the employment relationship. Having identified the trends, the authors seek to explain them and to examine their possible consequences. If the bonds between employee and employer are weakening, who stands to benefit? Frequent job-switching can be a sign of success for a worker, if each job provides a stepping stone to something better, but research in this book shows that workers gained less from changing jobs in the 1980s and 1990s than in earlier decades. The authors also evaluate the third-party intermediaries, such as temporary help agencies, which profit from the new flexibility in the matching of workers and employers. Besides opening up new angles on the evidence, the authors mark out common ground and pin-point those areas where gaps in our knowledge remain and popular belief runs ahead of reliable evidence. Book excerpt: Many recipients of Temporary Assistance for Needy Families (TANF) and other low-income individuals find or keep jobs for a while, but far fewer remain steadily employed and advance in the labor market. The Employment Retention and Advancement (ERA) project was launched in 1999 to identify and determine the effectiveness of different program strategies designed to promote employment stability and earnings growth among current or former welfare recipients and other low-income individuals. The study was conceived and funded by the Administration for Children and Families in the U.S. Department of Health and Human Services; supplemental support was provided by the U.S. Department of Labor, and the evaluation was conducted by MDRC. Using random assignment research designs, ERA tested 16 different program models in eight states and estimated effects over a three- to four-year follow-up period. The focus of this synthesis is primarily on the 12 programs that targeted more employable groups, as opposed to harder-to-employ groups, such as individuals with known disabilities. Three of these 12 programs produced consistent increases in individuals' employment retention and advancement, and the others did not. The project points to some strategies that succeeded in improving retention and earnings among low-income single parents and provides some lessons. Key ones include: Supporting employment stability is likely to be a more effective strategy than encouraging job stability -- that is, staying employed in the same job. Earnings supplements, tied to job retention and that help to make low-wage work pay, ideally coupled with job coaching, can promote sustained employment and advancement. By themselves, counseling and referrals to services to help people stay employed do not appear to increase employment retention and advancement. Although the ERA project found that some strategies can improve low-income individuals' employment and earnings, the improvements were not transformational. The majority of the programs tested did not improve participants' retention and advancement, and most sample members remained poor or near-poor at the end of the study. Much is left to learn about how best to foster upward mobility for the millions of low-wage workers across the nation and lift them and their families out of poverty.

Book excerpt: We confront two seemingly-contradictory observations about the US labor market: the rate at which workers change employers has declined since the 1980s, yet there is a commonly expressed view that long-term employment relationships are more difficult to attain. We reconcile these observations by examining how the distribution of employment tenure has changed in aggregate and for various demographic groups. We show that the fraction of workers with short tenure (less than a year) has been falling since the 1980s, consistent with the decline in job changing. Meanwhile, the fraction of workers with long tenure (20 years or more) has been rising modestly owing to an increase in long tenure for women and the ageing of the population. Long tenure has declined markedly among older men; this trend may have spurred popular perceptions that long-term employment is less common than in the past. The decline in long-tenure for men appears due to an increase in mid-career separations that reduce the likelihood of reaching long-tenure, rather than an increase in late-career separations. Nevertheless, survey evidence indicates that these changes in employment relationships are not associated with heightened concerns about job insecurity or decreases in job satisfaction as reported by workers. The decline in short-tenure is widespread, associated with fewer workers cycling among briefly-held jobs, and coincides with an increase in perceived job security among short tenure workers.

Gladys Palmer, in collaboration with Herbert S. Parnes of Ohio State University and Richard C. Wilcock of the University of Illinois, has experimented in the key study with analyses designed to measure the strength of a person's attachment to his or her occupation or employer. Attitude questions are given a time dimension by checking them against the job histories of individual workers and by including evaluations of crucial job decisions in the past. The effect of private pension plans upon the inclination to change jobs is examined by Parnes, with surprising results. A third study, by Carol P. Brainerd, considers the impact of the search for economic security on a highly skilled group by tracing changes over thirty years in the way toolmakers move between jobs and in the methods of training them. Mary W. Herman uses both America and European materials to analyze the connection between the ideas of social class, work attitude, aspirations for moving up the social scale, and the amount that actually occurs between different levels of skill. The volume emphasizes the work experience and attitudes of male production workers in the stable period of their working lives, when family responsibilities are usually heavy. At the same points, however, it also covers women workers and the full range of age groups in the adult population. In the concluding chapter, Palmer brings the findings together, examines their implications for understanding the complex factors that determine individual movements in the labor market, and assesses the various attitude measures developed as predictors of attachment or mobility. Materials, sources, and technical aspects of the analysis are discussed in four appendices. These studies have both practical appeal and research interest.
