Book excerpt: In 2022, the main labour indicators for the region --participation rate, unemployment rate, employment rate and number of employed-- recovered and returned to 2019 levels. Employment policies that, since 2020, were aimed at job creation in general shifted in 2021 to target the segments hardest-hit by the pandemic, further boosting the recovery in employment in the economy as a whole and among young people and women in particular. A return to pre-pandemic levels is not enough. High levels of informal employment and wide gender gaps persist, and wages and productivity have returned to pre-pandemic trends, indicating stagnation at best. The region should therefore pursue public policies that are pro-investment, pro-innovation and increase productivity and macrofinancial stability. This must be complemented by active labour policies for greater job creation and more equitable and formal labour markets.

Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: •Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; •Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and •Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.

After a number of years of relatively high economic growth, the employment outlook in many countries remains worrisome. In those countries where unemployment rates appear to be low, often as a result of how they are measured, the concern is the low quality and renumeration levels of available jobs.

It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

It documents a shift in women’s perceptions whereby work has become a fundamental part of their identity, highlighting the distinction between jobs and careers. These dynamics are made more complex by the acknowledgment that individuals are part of larger economic units—families. As development progresses and the options available to women expand, the need to balance career and family takes greater importance. New tensions emerge, paradoxically made possible by decades of steady gains. Understanding the new challenges women face as they balance work and family is thus crucial for policy.

Nonetheless, although the labour force participation rate and employment both improved in the year, figures for some of the groups hit hardest by the pandemic, such as women and domestic workers, remained well below pre-pandemic levels. The partial recovery in local demand and the effect of global conditions on production costs contributed to a rise in regional inflation, in turn affecting minimum wages and real wages. The second section of this report outlines how real wages in the region remain further from pre-pandemic levels than employment and economic activity, and underscores the importance of institutional mechanisms and social dialogue in the world of work to facilitate appropriate adjustments to workers' wages in Latin America and the Caribbean.

The year ended with a 7.1% decline in GDP, which translated into a sharp drop in employment and an increase in the unemployment rate, to 10.5%. Unlike in previous crises, withdrawal from the labour market was high, primarily in the second quarter of 2020, and the contraction in informal employment was greater than that of formal employment. With the gradual easing of lockdown measures, labour force participation has picked up and employment is recovering slowly, although the unemployment rate and levels of precariousness will remain high in 2021.The pandemic has highlighted the need for the inclusive use of new technologies to generate jobs. The second part of this report analyses the main characteristics of work on digital platforms, the impact of the pandemic on this type of work and some considerations for the design of appropriate regulatory frameworks.

Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay.

Through a series of structural reforms, an increasing number of countries have moved from closed, state-dominated economies to ones that are more market oriented and open to the rest of the world. Policymakers expected that these changes, in conjunction with lower rates of inflation and increased spending in the social area, would speed up economic growth, increase productivity, and lead to the creation of more jobs and greater equality. Have those expectations been fulfilled? Analyzing the impact of the reforms in nine countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Jamaica, Mexico, Peru), this study provides a detailed picture of progress to date. At the overall regional level, the book suggests, the reforms have had a surprisingly small impact: a small positive impact on investment and growth, and a small negative impact on employment and income distribution. But at the country, sectoral, and microeconomic levels, it finds evidence of strong effects, with some units doing very well and others falling behind.
