Born exactly one hundred years after the signing of the Declaration of Independence, Ross lived to celebrate the nation’s bicentennial, so her long and remarkable life precisely spanned the second U.S. century. She was reared in the Victorian era, when upper- and middle-class women were expected to be domestic, decorative, and submissive, but she died as the women’s movement was creating a multitude of opportunities for young women of the 1970s. Nellie’s story will be of great interest to anyone curious about women’s history and biography. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Featuring a cast of leading scholars working at the intersection of political science and American history, The Unsustainable American State is a historically informed account of the American state's development from the nineteenth century to the present. It focuses in particular on the state-produced inequalities and administrative incoherence that became so apparent in the post-1970s era. Collectively, the book offers an unsettling account of the growth of racial and economic inequality, the ossification of the state, the gradual erosion of democracy, and the problems deriving from imperial overreach. Utilizing the framework of sustainability, a concept that is currently informing some of the best work on governance and development, the contributors show how the USA's current trajectory does not imply an impending collapse, but rather a gradual erosion of capacity and legitimacy. That is a more appropriate theoretical framework, they contend, because for all of its manifest flaws, the American state is durable. That durability, however, does not preclude a long relative decline.
