Es werden neue und zum Teil exklusive Daten verwendet und folgende Fragen beantwortet: 1) Ist der deutsche Arbeitsmarkt wirklich so wenig dynamisch, wie oft in der Literatur dargestellt? 2) Welches sind die Determinanten für Beschäftigungsdynamik in Deutschland? 3) Gibt es Gruppen von Arbeitnehmern, die mehr bzw. weniger von Dynamik betroffen sind? 4) Wie wirkt sich der Konjunkturzyklus auf die Beschäftigungsdynamik aus? 5) Welches sind die Determinanten für einen guten Reintegrationsprozess nach der Geburt des ersten Kindes? Im ersten Kapitel werden die Determinanten von Beschäftigungsdauern männlicher Arbeitnehmer in Deutschland unter Verwendung der verknüpften Betriebs- und Personendaten des Instituts für Arbeitsmarkt- und Berufsforschung an der Bundesagentur für Arbeit (LIAB-Daten) untersucht. Die Ergebnisse zeigen, dass Firmencharakteristika einen großen Einfluss auf die Austrittsraten haben. Allerdings trifft dies teilweise nur für bestimmte Gruppen von Arbeitnehmern zu. Positive Effekte, die durch Betriebsräte und Weiterbildungsangebote generiert werden, wirken vor allem auf die Mobilität von Arbeitern aber kaum auf die von Angestellten. Es selektieren sich Arbeiter, im Vergleich zu Angestellten, in Betriebe mit langen Beschäftigungsdauern. Weiterhin unterscheiden sich die Determinanten von Übergänge zu einem neuen Arbeitgeber sehr von Übergängen aus Beschäftigung in Arbeitslosigkeit. Ein Universitätsabschluss verringert zum Beispiel die Wahrscheinlichkeit, in Arbeitslosigkeit zu wechseln, erhöht aber die Wahrscheinlichkeit direkter Arbeitgeberwechsel. Das zweite Kapitel hat das Ziel, den Einfluss theoretischer Ansätze wie zum Beispiel der Humankapital-, der Matching-Theorie und der Theorie dualer Arbeitsmärkte auf Beschäftigungsdauern männlicher Arbeitnehmer in Deutschland zu untersuchen. Es wird vermutet, dass sich ihre Wirkung im Verlauf der Beschäftigungsdauer verändern kann.

Book excerpt: We track the path that a worker follows after losing a job. Initially, the typical job-loser spends some time out of the labor force and in job search. Only a month or two later, in normal times, the worker lands a job. But the job is frequently brief. Over the next few months, the worker finds a good match that becomes a long-term job. Short-term jobs tend to precede long-term ones. Short-term employment shares some of the characteristics of unemployment and some of the characteristics of employment. We show that this pattern of moving among working, searching for a job, and being out of the labor force is concentrated in a segment of the working-age population. In other segments, individuals are insulated from disturbances to their activities in the labor market. Some work continuously while others are always out of the labor market. We develop a model that incorporates heterogeneity across and within these segments.

Book excerpt: This paper proposes a hidden state Markov model (HMM) that incorporates workers’ unobserved labor market attachment into the analysis of labor market dynamics. Unlike previous literature, which typically assumes that a worker’s observed labor force status follows a first-order Markov process, the proposed HMM allows workers with the same labor force status to have different history-dependent transition probabilities. I show that the estimated HMM generates labor market transition probabilities that match those observed in the data, while the first-order Markov model (FOM) and its many-state extensions cannot. Even compared with the extended FOM, the HMM improves the fit of the empirical transition probabilities by a factor of 30. I apply the HMM to (1) calculate the long-run consequences of separation from stable employment, (2) study evolutions of employment stability across different demographic groups over the past several decades, (3) compare the dynamics of labor market flows during the Great Recession to those during the 1981 recession, and (4) highlight the importance of looking beyond distributions of current labor force status.

In the first half of the paper, I present an equilibrium matching model where heterogeneous workers and firms learn about match quality and bargain over wages. The model generalizes Jovanovic (1979) to the case of heterogeneous workers and firms. Equilibrium wage dispersion arises due to productivity differences across workers, technological differences across firms, and heterogeneity in beliefs about match quality. Under a simple CRS technology, the equilibrium wage is additively separable in worker- and firm-specific components, and in the posterior mean of beliefs about match quality. This parallels the "person and firm effects" empirical specification of Abowd et. al. (1999, AKM) and others. It consequently provides a theoretical context for the AKM model, and a formal economic interpretation of their empirical person and firm effects. The model also yields an assortative matching result that predicts a negative correlation between estimated person and firm effects, which is consistent with most empirical evidence. Finally, the model makes novel predictions about the relationship between the person and firm effects and separation behavior, job duration, and firm size. In the second half of the paper, I test the model's empirical predictions. I estimate fixed and mixed effects specifications of the equilibrium wage function on a novel linked employer-employee data set from the US Census Bureau. The mixed effect specifications generalize the earlier work of AKM and others. The learning component of the matching model implies a specific structure for the error covariance. I exploit this structure to test whether earnings residuals are consistent with Bayesian learning, and to estimate structural parameters of the matching model. I find considerable support for the matching model and its predictions in these data.

Contrary to linear-stochastic approaches this book is based on a non-linear deterministic framework. It is shown that even textbook-like-models of the labor market can generate long lasting adjustment processes, local instabilities, and chaotic movements, once nonlinear relationships and widely accepted adjustment rules are introduced. Thus, labor market dynamics may have an endogenous component that is governed by a nonlinear deterministic core. Of course, all results are tied to the particular models discussed in this book. Nevertheless, these models imply that by incorporating nonlinear relationships, one may arrive at an explanation of labor market behavior where linear stochastic approaches fell. Time series studies for German labor market data support this point of view.

Book excerpt: Labor markets in Latin America and the Caribbean (LAC) are characterized by high levels of informality and relatively rigid regulation. This paper shows that these two features are related and together make the speed of adjustment of employment to shocks slower, especially when regulations are tightly enforced. Evidence suggests that strict labor market regulations also have an adverse effect on medium-term growth. While both regulations on prices (minimum wages) and quantities (employment protection) decrease the speed of adjustment to shocks, they appear to be binding in different phases of the cycle—the former affects mostly the (net) job creation margin and the latter the (net) job destruction margin. The results also highlight possible interactions between labor market regulations and the effectiveness of macro-stabilization tools—including exchange rate depreciation.

Robert Shimer shows analytically and quantitatively that rigid wages are important for explaining the volatile behavior of the unemployment rate in business cycles. The book focuses on the labor wedge that arises when the marginal rate of substitution between consumption and leisure does not equal the marginal product of labor. According to competitive models of the labor market, the labor wedge should be constant and equal to the labor income tax rate. But in U.S. data, the wedge is strongly countercyclical, making it seem as if recessions are periods when workers are dissuaded from working and firms are dissuaded from hiring because of an increase in the labor income tax rate. When job searches are time consuming and wages are flexible, search frictions--the cost of a job search--act like labor adjustment costs, further exacerbating inconsistencies between the competitive model and data. The book shows that wage rigidities can reconcile the search model with the data, providing a quantitatively more accurate depiction of labor markets, consumption, and investment dynamics. Developing detailed search and matching models, Labor Markets and Business Cycles will be the main reference for those interested in the intersection of labor market dynamics and business cycle research.
