Book excerpt: Using monthly panel data we solve and estimate, using maximum likelihood techniques, an explicitly dynamic model of criminal behavior where current criminal activity adversely affects future employment outcomes. This acts as 'dynamic deterrence' to crime: the threat of future adverse effects on employment payoffs when caught committing crimes reduces the incentive to commit them. We show that this dynamic deterrence effect is strong in the data. Hence, policies which weaken dynamic deterrence will be less effective in fighting crime. This suggests that prevention is more powerful than redemption since the latter weakens dynamic deterrence as anticipated future redemption allows criminals to look forward to negating the consequences of their crimes. Static models of criminal behavior neglect this and hence sole reliance on them can result in misleading policy analysis

We show that the threat of future adverse effects in the labor market when arrested acts as a strong deterrent to crime. Moreover, such forward-looking behavior is estimated to be important. Hence, policies that weaken this deterrence will be much less effective in fighting crime. This suggests that prevention is more powerful than redemption since anticipated redemption allows criminals to look forward to negating the consequences of their crimes.

Book excerpt: Private individuals and entities invest in a wide variety of market-provisioned self-protection devices or services to mitigate their probability of victimization to crime. However, evaluating the effect of such private security measures remains understudied in the economics of crime literature. Unlike most previous studies, the present analysis considers four separate measures of private security: security guards, detectives and investigators, security system installers, and locksmiths. The effects of laws allowing the concealed carrying of weapons (an unobservable precaution) are also evaluated. Given that Ehrlich's 'market model' suggests private security is endogenous to crime, the analysis relies primarily on dynamic panel data methods to derive consistent parameter estimates of the effect of self-protection measures. The relationship between self-protection and UCR Part II Index offense (arrest) data are also considered in order to provide exploratory evidence on the interaction between publicly and privately provisioned crime deterrence efforts.

At each level, the theory pivots on three broad organizing constructs--offenders motivated to commit criminal acts, targets such as persons or property suitable as objects of criminal acts, and the presence or absence of individuals or other defensive mechanisms capable of serving as guardians against criminal acts. Crime is profoundly real, possessing qualities that make its occurrence and prevention pressing and persistent matters for individuals and societies. Theory, in contrast, is seen as highly abstract and removed from the seriousness of "real life." Theory almost seems to be a peculiar sport of an academic class. The practically minded, even some academic criminologists, are often perplexed by the seeming obsession some scholars have with theory, which, after all, is nothing more than an explanation of facts. The practically minded, seeing a compelling need to identify the crucial factors that could be used to predict and prevent crime, wonder why anyone would invest precious time and energy into speculating about the abstract, underlying details of why crime occurs when and where it does.The authors contend that every intervention, prevention, and policy is based on some theoretical explanation of the causes of human behavior. The improvement of interventions, preventions, and policies is thus directly related to the improvement of theoretical understandings of the abstract, underlying details of the causes of crime. The development of explanations of events, when properly done, is a crucial component to understanding and possibly improving the "real world." This work does just that.

Deterrence, whether through preventive patrol by police officers or stiff prison sentences for violent offenders, is the principal mechanism through which the central feature of criminal justice, the exercise of state authority, works – it is hoped -- to diminish offending and enhance public safety. And however well we think deterrence works, it clearly often does not work nearly as well as we would like – and often at very great cost. Drawing on a wide range of scholarly literatures and real-world experience, Kennedy argues that we should reframe the ways in which we think about and produce deterrence. This strategy seeks to change offender behavior by understanding underlying crime-producing dynamics and conditions that sustain recurring crime problems, and implementing a blended set of law enforcement, community mobilization, and social service actions. The approach builds on recent theorizing on optimizing deterrence, mobilizing informal social control, enhancing police legitimacy, and reducing crime opportunities through situational crime prevention. There are three main types of focused deterrence strategies: group violence intervention programs, drug market intervention programs, and individual offender programs. A growing number of rigorous program evaluations find focused deterrence to be an effective crime prevention strategy. However, a number of steps need to be taken to ensure focused deterrence strategies are implemented properly. These steps include creating a network of capacity through partnering agencies, conducting upfront and ongoing problem analysis, and developing accountability structures and sustainability plans.

Researchers have reached widely varying, even contradictory, conclusions. Some studies have concluded that the threat of capital punishment deters murders, saving large numbers of lives; other studies have concluded that executions actually increase homicides; still others, that executions have no effect on murder rates. Commentary among researchers, advocates, and policymakers on the scientific validity of the findings has sometimes been acrimonious. Against this backdrop, the National Research Council report Deterrence and the Death Penalty assesses whether the available evidence provides a scientific basis for answering questions of if and how the death penalty affects homicide rates. This new report from the Committee on Law and Justice concludes that research to date on the effect of capital punishment on homicide rates is not useful in determining whether the death penalty increases, decreases, or has no effect on these rates. The key question is whether capital punishment is less or more effective as a deterrent than alternative punishments, such as a life sentence without the possibility of parole. Yet none of the research that has been done accounted for the possible effect of noncapital punishments on homicide rates. The report recommends new avenues of research that may provide broader insight into any deterrent effects from both capital and noncapital punishments.
