Book excerpt: Throughout the industrialised world trade unionists are reforming their organisations as part of a strategy to adjust to new labour market, economic and political circumstances. This volume examines the role of merger activity in this process of reform. The book identifies the pattern of merger activity, the factors that promote its development and its impact on union structure and governance. Most merger activity is shown to originate in some adverse environmental change, such as membership decline. Furthermore, there is little evidence to suggest that mergers have improved union performance in the recruitment, retention and organisation of members, although, in some cases, the reform of systems of membership participation has been facilitated. The shift away from industrial unions has been accelerated by merger involvement, which has also brought into question the role of confederations where the number of affiliated unions has declined markedly. The book comprises two sections. The first section examines the merger process in ten countries (Australia, Austria, Denmark, Germany, Greece, Norway, Portugal, Sweden, UK and US). The second section comprises three 'horizontal' chapters in which authors of the national chapters develop themes that emerge from the national chapters in comparative perspective.

Atherton is concerned with a single but very important facet of the behavior of labor unions—the ways in which their bargaining objectives are determined. He begins by reviewing the existing literature and briefly sketches the conceptual structure of the union. The analysis starts with a theory whose form and substance are close to existing theories, and then is altered by adding unfamiliar elements. An eclectic "economic" model is built with two provisional assumptions: complete internal homogeneity of preferences about bargaining objectives, and perfect knowledge and foresight of everything relevant to the attainment of these objectives. The main innovation at this stage is the inclusion of anticipated strike length as a variable which affects union preferences of goals to be pursued. In Chapter IV the first provisional assumption is dropped and the model becomes "politico-economic." Allowance is made for diversity of goals within the union and for the leaderships' concern to stay in office. The theory is then restated in axiomatic terms, enabling the author to dispense with the second assumption, that of the union's perfect knowledge and foresight. The theory is now adapted to deal with a union faced with probabilities rather than certainties, and additional adaptations deal with the effect of internal threats to the leaders' control of the organization. Book excerpt: This book compares sources of worker and employer power in Germany, South Africa, and the United States in order to identify the sources of comparative U.S. decline in union power and to more precisely analyze the nature of labor-movement power. It finds that this power is not confined to allied parties, union confederations, or strikes, but rather consists of the capacity to autonomously translate power from one context to the next. By combining their product, labor market, and labor law advantages through their dominant employers' associations, leading firms are able to impose constraints on labor's free collective bargaining regionally and nationally, defeating employer interests that are more amenable to labor in the process. Through an examination of these patterns of interest organization, the book shows, however, that initial employer advantages prove to be contingent and unstable and that employers are forced to cede to more far-reaching demands of increasingly organized workers.

Book excerpt: In Clearing the Air, Gregory Wood examines smoking's importance to the social and cultural history of working people in the twentieth-century United States. Now that most workplaces in the United States are smoke-free, it may be difficult to imagine the influence that nicotine addiction once had on the politics of worker resistance, workplace management, occupational health, vice, moral reform, grassroots activism, and the labor movement. The experiences, social relations, demands, and disputes that accompanied smoking in the workplace in turn shaped the histories of antismoking politics and tobacco control.The steady expansion of cigarette smoking among men, women, and children during the first half of the twentieth century brought working people into sustained conflict with managers’ demands for diligent attention to labor processes and work rules. Addiction to nicotine led smokers to resist and challenge policies that coldly stood between them and the cigarettes they craved. Wood argues that workers’ varying abilities to smoke on the job stemmed from the success or failure of sustained opposition to employer policies that restricted or banned smoking. During World War II, workers in defense industries, for example, struck against workplace smoking bans. By the 1970s, opponents of smoking in workplaces began to organize, and changing medical knowledge and dwindling union power contributed further to the downfall of workplace smoking. The demise of the ability to smoke on the job over the past four decades serves as an important indicator of how the power of workers’ influence in labor-management relations has dwindled over the same period.

Book excerpt: International Paper, the richest paper company and largest landowner in the United States, enjoyed record profits and gave large bonuses to executives in 1987, that same year the company demanded that employees take a substantial paycut, sacrifice hundreds of jobs, and forego their Christmas holiday. At the Adroscoggin Mill in Jay, Maine, twelve hundred workers responded by going on strike from June 1987 to October 1988. Local union members mobilized an army of volunteers but International Paper brought in permanent replacement workers and the strike was ultimately lost. Julius G.
