Book excerpt: A study examined the use of educational aid provided by employers to employees, including the types of employees and educational and training programs that employers support. Two National Center for Education Statistics data sets provided the data for the analysis: National Household Education Survey, which provides information describing all educational activities of adults, and National Postsecondary Student Aid Survey, which provides detailed information about how employers help students pay for postsecondary education. Some of the findings were the following: (1) 13 percent of adults participated in credential programs in 1995, compared with about 20 percent who participated in work-related or other structured programs; (2) 72 percent of adults employed as engineers, surveyors, or architects who enrolled in credential programs received financial assistance from their employers, compared with 50 percent of employees who were executives, administrators, and managers, 10 percent of employees who were marketing and sales workers, and 4 percent who were low-skilled manual laborers; (3) adults who worked part time were less likely to receive employer financial aid if they enrolled in credential programs (7 percent) than those who worked full time (37 percent); (4) 6 percent of all undergraduates received financial aid from their employers, averaging $932, and 13 percent of graduate and first-professional students received employer assistance averaging $2,451; and (5) male graduate students received approximately one-third more employer financial aid than female students. The introduction, "Better Education Is Everybody's Business," notes that President Clinton's "Call to Action for American Education in the 21st Century" provides a focus for needed changes in education, while encouraging local initiative and business involvement. The next chapter, "Business' Bottom Line," discusses how employers can support employees who need to balance the demands of work and home and the research indicating that parents have a powerful influence on students. The third chapter, "Integration of Work, Family and Education," discusses company policies that support family and employee involvement in education, including flextime, part-time work options, telecommuting, and time off for school activities. This chapter also discusses how companies support families through worksite and offsite programs, including child care programs, employer-sponsored seminars, parenting and training programs, family support and information groups, resource and referral services, newsletters and Web sites, and literacy training for adults. The fourth chapter, "Community Based Efforts," notes that employers are providing resources, funding special school projects, establishing volunteer/mentor programs at many schools, and initiating public awareness campaigns about the importance of education and parent involvement. The report concludes with a discussion of the Partnership for Family Involvement in Education, an initiative to promote children's learning through the development of family-school-community partnerships. A Statement of Commitment is included, which employers can fill out and mail to the Partnership for Family Involvement in Education. Book excerpt: The Senate Committee on Labor and Human Resources and the House Committee on Education and Labor (now the House Committee on Economic and Educational Opportunities) asked the Office of Technology Assessment to examine the potential opportunities and possible pitfalls of work-based learning that would be supported by the School to Work Opportunities Act (STWOA). Three main questions are addressed: (1) What are the alternative models of work-based learning and how effective are they? (2) What new learning technologies could support work-based learning? and (3) How can employers be persuaded to provide work-based learning experiences for students? This report assesses the potential of work-based learning as a component of the school-to-work transition systems that are currently being developed in many states and local school districts. Chapter 1 reports the findings about work-based learning and the STWOA. Chapter 2 discusses the history of work-based learning in the United States as well as problems with school-to-work transitions and provides an overview of STWOA. Chapter 3 describes and analyzes the apparent advantages and disadvantages of five learning processes that can be used in work settings: experiential learning, work-group learning, mentoring, workplace instruction, and technology-assisted learning. Chapter 4 discusses various ways that work-based learning can be structured with respect to the following: the types of students who are served; the program objectives; the coordination with schooling; the timing, intensity, duration, and progression of work-based experiences; the settings of work-based learning; and the issue of payment for students. Chapter 5 describes various models of school-to-work transition programs with work-based learning and summarizes the evidence on their effectiveness. These models are youth apprenticeships, clinical training, cooperative education, school-to-apprenticeship programs, school-based enterprises, and career academies. Chapter 6 considers the factors that influence whether or not employers will participate in work-based learning programs. (YLB)

Book excerpt: Nebraska's Employment First (EF) program allows parents who receive TANF cash assistance to pursue education and training that improves their ability to secure employment and long-term economic success. A parent must negotiate and sign an Employment First contract, facilitated by a case worker, between the participating parent and the state of Nebraska. The caseworker assists the parents to meet their goals by providing information about the job market, specific careers and wages; addressing barriers to employment; and providing support in seeking child care and transportation assistance. Although EF participants may be approved to attend any education or training program that helps them accomplish their goals, participants who are interested in college are encouraged to attend public community colleges where tuition and fees are more affordable than private schools. EF participants are also encouraged to join the TRIO program, a service offered by some public colleges and universities that provides support services to students with significant barriers to attend and complete college. This brief is one in a series that profiles promising approaches to supporting education and training programs under TANF.
