We then look at the recent facts, by combining data from two employer surveys, the European Investment Bank's Investment Survey (EIBIS) and Eurostat's Continuous Vocational Training Survey (CVTS). We review the recent empirical literature on the relationship between economic institutions and training and between training and productivity and consider whether financing constraints hamper the training provision by firms. The paper concludes by discussing policy implications.

Book excerpt: Increasing international competition has put improvements in vocational training at the top of many nations' political agendas. This important book explores the economic analysis of training and relates it to the differing systems found in Western Europe and the United States. After an examination of the theoretical basis for increased emphasis on training the authors present a comparative analysis of the different systems employed in Germany, France, the United Kingdom and the United States. A number of common issues and problems are discussed, such as the relationship between schooling and training, the role of continuing training, retraining for the unemployed, and the position of women and disadvantaged groups in the labour market. A central theme is the differing policies pursued by governments. While recognizing the common concern with potential market failure in training, the authors also draw attention to the poor record of government-funded training in practice and to the dangers of excessive intervention as a result of pressure group activity. Although primarily aimed at students and teachers of economics, business studies and industrial relations, Training for Employment in Western Europe and the United States will be of interest to practitioners and all those concerned with policy issues arising in the training field.

Pat II examines the role of employers' participation in international institutions beyond the European Community: the Organization for Economic Cooperation and Development, the International Labour Organization, the Council of Europe, and the Union of Industries of the European Community and the Employers' Liaison Committee. Part III looks at employers' participation in vocational training policy development in the various sectors of the economy, such as in agriculture, in metal industries, in the construction sector, and in the services sector. Book excerpt: The economics and sociology of the relationship between training and employment in Europe were examined through a comparative study conducted in six countries: Germany, Spain, France, Italy, the Netherlands, and the United Kingdom. In each country, teams of researchers used a standardized methodology to collect the data needed to estimate (over a period of approximately 10 years) the structure of occupational skills triggered by the following: the rise in the level of education of successive generations (supply model); the variation in the strength of the occupational work force (demand model); and the two effects simultaneously (simultaneous effects model). The three models were used to establish a common "occupations, age, and certification" job market database for the six countries. Analysis of the database established that, even outside regulated occupations, there is a preferential deployment of certain certificates in certain occupations. The internal certification structures within occupations were themselves closely correlated to the age of the work force. In all six countries, the continuing rise in the level of education was spread over all occupations in proportion to initial skill structures. (The report contains 25 references.
