Book excerpt: Le processus d'intégration communautaire et d'adoption des politiques par le Conseil des ministres de l'Union européenne entraîne avec lui la croissance du travail gouvernemental spécifiquement lié aux questions européennes qui s'ajoute au travail gouvernemental traditionnel. Les Etats sont appelés à s'adapter à l'édifice européen en ajustant leurs institutions, leurs ressources humaines et leurs procédures gouvernementales. Dans ce cadre les " européens de coeur " et les visionnaires du mouvement européen, ont peu à peu laissé la place aux " européens de raison " qui forment des alliances et qui se soucient de la défense des intérêts nationaux. L'influence devient un mode d'action pour l'Etat. Cette thèse met en lumière la place des administrations nationales qui soutiennent le travail gouvernemental. Elle souligne aussi les insuffisances dans la gestion du processus communautaire, dues à une mauvaise allocation des moyens (institutionnels et humains) au sein des deux administrations nationales française et grecque et de leur collaboration avec le pouvoir politique. Les administrations française et grecque apparaissent comme les responsables d'une gestion de cette intégration à l'Europe aujourd'hui plus intense. Elles sont appelées à contribuer: à la conception; à l'élaboration ;à l'application; au contrôle de l'application de la règle communautaire dans chacun des pays. L'adaptation à l'édifice européen est d'une part verticale, elle concerne les relations entre les institutions européennes et nationales (ministères, Parlements nationaux, groupes socio-économiques etc) et d'autre part, elle est horizontale, elle concerne les rapports qui se tissent entre les administrations des pays membres à occasion des négociations et tout au long du travail européen créant ainsi un processus d'échange d'information. Le travail gouvernemental lié à l'U!lion européenne engage les ministères' ayant des compétences dans un secteur particulier au même titre que les ministères ayant des compétences transversales ou les instances de coordination spécialement crées (M.A.E., ministère de l'économie, des finances et de l'industrie, S.G.C.I.). Ces derniers ont un rôle encore plus important: celui d'unifier les tendances sectorielles et de préparer la position unifiée qui sera présentée à Bruxelles, reflétant les intérêts nationaux....

It shows how the European Community (EC, the predecessor of the EU), which initially had very limited legal competence in the field, progressively developed a solid policy framework presenting science and research as indispensable tools for European economic competitiveness and growth. In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.
