Available in PDF, EPUB and Kindle. Book excerpt: This book examines the links between economic growth, changing employment conditions, and the reduction of poverty in Latin America in the 2000s. Our analysis answers the following broad questions: Has economic growth resulted in gains in standards of living and reductions in poverty via improved labour market conditions in Latin America in the 2000s, and have these improvements halted or been reversed since the international crisis of 2008? How do the rate and character of economic growth, changes in the various employment and earnings indicators, and changes in poverty and inequality indicators relate to each other? Our contribution is an in-depth study of the multi-pronged growth-employment-poverty nexus based on a large number of labour market indicators (twelve employment and earnings indicators and four poverty and inequality indicators) for a large number of Latin American countries (sixteen of them). The book presents a positive and hopeful set of findings for the period 2000 to 2012/13. Economic growth took place and brought about improvements in almost all labour market indicators and consequent reductions in poverty rates. But not all improvements were equal in size or caused by the same things. Some macroeconomic factors were associated with changes in labour market conditions, some of them always in the welfare-improving direction and some others always in the welfare-reducing direction. Most countries in the region suffered a deterioration in at least some labour market indicators as a consequence of the international crisis of 2008, but the negative effects were reversed very quickly in most countries.

En este trabajo mediante un análisis de las diferentes asociaciones del comercio justo, destacando Fairtrade International, se estudia su conexión con la Agenda 2030 y los Objetivos de Desarrollo Sostenible en cuanto a su compromiso social y medioambiental. Además, se valoran las condiciones laborales de los trabajadores tomando como referencia los convenios de la Organización Internacional del Trabajo y, por último, se analiza en qué medida el comercio justo ayuda a la igualdad de género en el empleoy el empoderamiento de la mujer. Book excerpt: This Selected Issues paper investigates the impact of exchange rate movements on private consumption in Uruguay. Uruguay is a highly dollarized economy, which makes the relationship between exchange rate movements and private consumption particularly complex. The paper shows that a large share of Uruguayan households is liquidity constrained, which allows the transitory real income shocks brought about by exchange rate pass-through to have a significant impact on consumption. Moreover, exchange rate pass-through is highly heterogenous, with relative prices of durables increasing (decreasing) following a depreciation (appreciation). This creates incentives for households to engage in intertemporal substitution where they buy durables when they are relatively cheaper. Data from Input–Output tables show that Uruguay produces a nontrivial amount of the tradable, durable goods it consumes, opening the door to contractionary depreciations. The results offer a potential explanation for the often noted ‘excess volatility of consumption’ in emerging markets for the case of Uruguay.

Book excerpt: The population of Uruguay is undergoing a slow but sustained aging process, driven by the demographic transition that started early in the twentieth century. While this reflects significant improvements in mortality and fertility trends, it also creates important challenges for the fiscal sustainability of some social policies and the economic trends in the medium and long term. Uruguay is currently going through the “demographic bond†? stage of this process, as the proportion of the population aged between 15 and 65 years old is peaking. This temporary situation creates the possibility of increasing the endowment of capital and labor force and entering a path of sustained economic growth. For this to happen, it is necessary to generate institutional, financial and fiscal conditions that promote larger savings and investment, to increase the productivity of the economy and sustain per capita GDP growth. This book studies the opportunities and challenges that the demographic transition poses for Uruguay ́s economy. Once the demographic bond has passed, population aging will have a significant impact on fiscal accounts, especially in social protection expenditures. This represent a serious policy challenge, demanding reforms to adapt the institutions and systems to a new demographic context. The main challenge for Uruguay in the next few decades will be to maintain a solid economic growth path in the context of a diminishing working-age population. This will require that labor force participation rates increase, particularly among women and older citizen, but also that those in the labor market increase their productivity. This will be achieved only through sustained growth of capital per worker ratio and the incorporation of innovations and technological developments that facilitate increased production of goods and services for the entire population.

Government consumption, on the other hand, has picked up, and the net contribution of exports has been more positive than during the same period of the previous year. A regional growth rate of 2.2% is forecast for 2014.
