Domestic changes since 2000 have significantly altered the country's dynamics, firmly cementing power within Abu Dhabi. While Khalifa bin Zayed succeeded his father as emir of Abu Dhabi and UAE president in 2004, the Emirates' evolution has largely been accredited to Abu Dhabi's crown prince, Mohammed bin Zayed. His reign has been characterized by the rise of the security apparatus and a micromanaged approach to governance. Mohammed bin Zayed's strategy of fortification has focused on pre-empting threats from the UAE's native population, rather than from expatriates or foreign actors. As a result, he has consolidated power, distributing its administration among his tribal and kinship allies. In essence, Mohammed bin Zayed has driven modernization in order to strengthen his grasp on power. This book explores Mohammed bin Zayed's regime security strategy, illustrating the network of alliances that seek to support his reign and that of his family. Book excerpt: Hydrocarbons revenues still form the bulk of Abu Dhabi’s GDP and while falling prices are a concern, the emirate has been moving steadily towards its economic diversification targets in line with Abu Dhabi Economic Vision 2030. The past 10 years has seen the non-oil sector expand strongly on the back of business-friendly government policies, as a result of which non-oil sector growth now outpaces that of the oil sector. Outside of hydrocarbons, construction and manufacturing represent the biggest GDP contributors in the emirate, with the construction sector poised to enter a period of renewed expansion and manufacturing identified as a key area for future growth, leveraging the emirate’s natural resources, growing downstream capabilities and strategic location. Elsewhere Abu Dhabi’s financial sector continues to assert itself and the expected 2015 launch of Abu Dhabi Global Market, the UAE’s second financial free zone, is expected to boost activity in the sector. Meanwhile visitor numbers to Abu Dhabi continue to rise, with around 3.5m arrivals in 2014, up 25% on the previous year. This growth is expected to continue as major infrastructure upgrades continue apace. These include the expansion of Abu Dhabi International Airport and the development of the 1200-km wide Etihad rail project.

At a moment of global upheaval, domestic turmoil, and political uncertainty, this timely volume seeks to define and reframe the terms of defense engagement—the use of military capabilities to exert soft power (influence) as opposed to hard power (military force). Defense Engagement since 1900 is a work of applied military history that brings lessons of the past to bear on current issues. In a number of case studies spanning the twentieth century and the globe, the authors explore various dimensions of defense engagement. Their work, which attempts to recast the role of a state’s military from wielder of force to employer of power, is squarely aimed at tackling the causes of designated security threats and not merely managing their consequences. The chapters, by scholars and practitioners representing diverse points of view, focus primarily on the British experience—perhaps the most extensive example of the use of military power in a nonmartial fashion in pursuit of policy goals. However, the chapters also consider events in the United States, Canada, Japan, the Middle East, and Africa.
