Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers. Examples where policy has contributed to positive outcomes for both migrants and domestic workforces are identified. Unique in analysing labour migration flows within the European Union in a comparative manner putting skills into the centre and taking account of the effects of the economic crisis, while addressing policy concerns this is a valuable resource for academics, policymakers and practitioners alike.

The lesson is clear: free migration is a solution rather than a foe for labor market woes and cash-strapped social security systems in the EU.

A whole historical chapter – that of neoliberalism – has now closed and the future can only be deemed uncertain. Migrant workers were key players during this phase of the global system, supplying cheap and flexible labour inputs when required in the rich countries. Now, with the further sustainability of the neoliberal political and economic world order in question, what will be the role of migration in terms of work patterns and what modalities of political citizenship will develop? While informalization of the relations of production and the precarization of work were once assumed to be the exception, that is no longer the case. As for citizenship this book posits a parallel development of precarious citizenship for migrants, made increasingly vulnerable by the global economic crisis. But we are also in an era of profound social transformation, in the context of which social counter-movements emerge, which may halt the disembedding of the market from social control and its corrosive impact. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

This paper, therefore, contributes to the debate by analysing different dimensions of the problem in the context of EU enlargement, using a consistent model of migration. This recognises that, within Europe, most migration is not permanent, but part of a process of mobility in which both return and serial migration are natural economic responses to a dynamic economy. We show that there are beneficial effects of migration, on both the home (origin) and host (destination) regions. We also bring forward some evidence to suggest that there is little difference in the preferences of migrants and non- migrants and, more importantly, between those moving legally and illegally. This leads us to some observations on the development of a more efficient policy towards migration both within and into the EU.
