But demand for food continues to rise as the world's population increases and economic progress allows more people to eat better. Demand for irrigation grows apace with the demand for food. But in recent years the pace of irrigation development has slowed: expansion of irrigated fields has not kept up with population growth. Governments have been investing less in irrigation infrastructure, and less water is available, as competing demands from cities and industry reduce the water supply. To avoid a severe gap between supply and demand, advanced irrigation techniques and technology must replace inefficient water management practices. With guidance and support from the World Bank, public-private partnerships (PPPs) could improve the way water is used.

Book excerpt: In spite of substantial investment by the Government of India, the country's irrigation and drainage sector finds itself plagued with numerous concerns. The current productivity and efficiency levels, as well as economic returns, are all lower than expected. In light of the growing stress on natural resources and the threat of climatic change, meeting the needs of its growing population poses a huge challenge. To enhance the sector's performance, the central and state governments of India are now looking to decentralize the sector's management and seek collaboration with the private sector. This report is the result of a scoping investigative study initiated by the Asian Development Bank to explore the potential for public–private partnerships in the irrigation and drainage sector in India. It identifies the areas where private sector participation can be envisaged in consonance with the current national policy framework; examines the legal and institutional status, and presence of national and international best practices; and suggests public-private partnerships models appropriate to Indian conditions.

PPP is still a practitioner’s field but is growing in size and significance; and as a solution to failures of public system and the consequent privatization. It is a major attraction to policy makers and funding agencies given its middle-of-the-road approach. It is likely to gain currency, but it is important that we get deeper understandings of this form before we place more faith in this. The papers in this book, selected from a conference on PPP held at the Indian Institute of Management Bangalore in 2008, raise several important conceptual issues and seek to address some of them.

This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Islamic finance, with its strict Riba restrictions, rules, and other checks and balances, is a good fit for infrastructure development in pursuit of sustainable development. When it comes to sustainable development, this book argues, Islamic finance has the tools to intervene for maximum impact. However, the issue of sustainability is not only related to Islamic finance; more policy discourse is needed. This requires guidance from the principles of Islamic economics, as well. This book discusses infrastructure development vis-à-vis sustainable development, drawn from decades of real-life development banking experience, and proposes impactful intervention methods based on wisdom from Islamic economics and finance.

This concept is also employed in piped water provision. The failure of some major projects suggests that there is considerable risk involved when the public and private sectors combine forces. The fact that piped water provision is a natural monopoly and therefore needs extensive regulation makes the cooperation between the public and private sector very difficult. Indeed, weak regulation is the probably the most important risk factor. Other risk factors include political instability, inadequate tariff and contract design, and lack of public support. These risk factors are analyzed using four case studies, two failed ones and two that are considered relatively successful. The analysis aims to find answers to the question whether the initiative of development agencies to heavily promote the concept of public-private partnerships in water and sanitation is justified and appropriate. Einleitung: Public-private partnerships werden im verstärkten Maße von Institutionen für Entwicklungshilfe eingesetzt, um die Infrastruktur in Entwicklungsländern zu verbessern. Dieses Konzept wird unter anderem auch in der Wasserversorgung verwendet. Das Fehlschlagen von einigen wichtigen Projekten weist darauf hin, dass ein gewisses Risiko existiert, wenn der öffentliche Sektor und die Privatwirtschaft zusammen arbeiten. Der Fakt, dass Wasserversorgung ein natürliches Monopol ist und daher besonders starke Regulierung braucht, erschwert die Kooperation zwischen öffentlichen Sektor und Privatwirtschaft. Ungenügende Regulierung ist möglicherweise der wichtigste Risikofaktor. Andere Risikofaktoren sind politische Instabilität, ein schlecht gestaltetes Gebührensystem, ein ungenauer Vertrag und fehlende Unterstützung der Bevölkerung und der Regierung. Diese Faktoren werden mit Hilfe von vier Fallbespielen analysiert, zwei gescheiterten und zwei, die als relativ erfolgreich betrachtet werden.
