The author expands on the process of transforming emergency preparedness education through community media in rural North India and applies this to the development of community-prosperity, defined simply as human and planetary well-being, anywhere in the world. A new theoretical framework is presented which combines the pivotal Integral Worlds Approach developed by Lessem and Schieffer with Critical Theory, thus exploring a new way to envision and implement social change, leading to innovation and social transformation. This book introduces the term "constructive resilience," which is a type of community-building that occurs alongside dominant societal structures that are either oppressive or ineffective. An evolving field of study and practice, it is emerging from the work of academics and community-builders who are members of the Bahá’í Faith. Bahá’í "consultation," a process of inquiry and decision-making, is offered as a systematic and effective method of defining problems and enacting solutions and is examined in the context of emergency preparedness education and local capacity-building. With its integral development approach, its unique combination of themes and theoretical components, and integration with the Bahá’í Faith, as well as its interdisciplinary nature, this book will be invaluable reading for researchers in many fields. Building Resilience highlights the critical role of social capital in the ability of a community to withstand disaster and rebuild both the infrastructure and the ties that are at the foundation of any community. Book excerpt: Natural disasters are becoming more severe in the United States. In tandem, career emergency professionals have declined and are forced to do more with less resources. FEMA recognizes that a formal emergency preparedness response will not be enough. Therefore, it is time to involve the community in emergency preparedness and response efforts. This research explores local emergency preparedness, specifically neighborhood emergency preparedness efforts throughout the United States. For this research, I explore literature on social capital, neighborhood cohesion, risk perception, and the history of emergency management practices. In addition, I review five case studies to understand how neighborhood emergency preparedness works. These case studies include the City of Los Angeles, California, North Salt Lake City and Bountiful City, Utah, and Seattle and Bainbridge Island City, Washington. In addition to the case studies, levels of social vulnerability and risk to natural hazards are determined to see if there are trends in exposure and vulnerability and the creation of neighborhood emergency preparedness programming. This research suggests that neighborhood emergency preparedness efforts can be top-down, city-led, or grassroots. Captured narratives from the case studies demonstrate many challenges faced with neighborhood emergency preparedness efforts. These challenges include overcoming apathy, navigating limited financial resources, and city and community relationships. Despite these challenges, the case studies highlight many successes in community emergency preparedness and response activities. Overall, this research aims to help inform the City of Austin’s local emergency preparedness work in partnership with the community and expands upon emergency management scholarship
