These disappearances remain largely unsolved: disappeared people are rarely found, and the Mexican state almost never investigates or prosecutes those responsible. Despite this, people not only continue to report disappearances, but many devote their lives to answering the question, "where are they?" Given the risks and institutional barriers, why and how do people mobilize for justice in states with rampant impunity and weak rule of law? In Bootstrap Justice, Janice Gallagher leverages over a decade of ethnographic research to explain what enables the sustained mobilization of family members of the disappeared and analyze how configurations of political power between state and criminal actors shape what is possible for them to achieve. She follows three families from before the disappearance of their loved ones through their transformations into sophisticated and strategic victim advocates and activists. Bootstrap Liberalism offers a glimpse into the world of Depression-era Texas politics, revealing a partisan culture that was often far more ideologically nuanced and complex than meets the eye. The Lone Star State is often viewed as a bastion of conservative politics and rugged “bootstrap” individualism, but that narrative overlooks the fact that FDR’s New Deal was quite popular in Texas, much more so than previous histories of the era have suggested. While it is true that many Texas Democrats remained staunchly conservative during Franklin D. Roosevelt’s presidency, and it is also true that many of these conservatives formed the basis of an established majority that would grow stronger in the decades that followed, it is simultaneously true that ordinary voters—and a good many politicians—embraced New Deal policies, federal experimentation, and direct economic aid, and often did so enthusiastically as liberal Texas Democrats rode FDR’s coattails to electoral success. Texas political leaders recognized the popularity of the New Deal and identified themselves with FDR for their own political advantage. Using original resources mined from six research archives, Bootstrap Liberalism explores campaign strategies and policy debates as they unfolded at the local, state, and national levels throughout the Great Depression and World War II eras, revealing a consistent brand of pro–New Deal messaging that won favor with voters across the state. Most Texas Democrats did not apologize for supporting FDR. Rather, they celebrated him and often marketed themselves as New Deal Democrats. Voters endorsed that strategy by electing liberals throughout the 1930s and early 1940s.

Book excerpt: Over the course of the author’s career as a banker and business consultant, he has seen many examples of businesses that were doing just “fine.” They were profitable and growing slowly-but-surely, but then the business owner decided that it wasn’t enough anymore to simply grow slowly. What was suddenly needed was growth of 20 percent, 50 percent, or even 100 percent per year, just like the notable companies they see and hear about every day in the media. They began to try to grow the business and, in a short period of time, a profitable and thriving business became unprofitable. Since the business was no longer profitable, it needed to take on debt in order to pay its expenses. After taking on more and more debt, the business reached a point where it was unable to find any more debt to take on. This circumstance caused the business to fail to pay its bills anymore, which led to a financial day of reckoning. It doesn’t have to be this way. There is a more effective way to grow your business without causing it to become unprofitable. And that’s why the author wrote this book. Growing a business without making profits usually leads to a short lifespan for that business and there are exceptions such as Uber and DoorDash—but, there is a big difference between a business that has outside investors (angel investors, private equity, and venture capital) and the typical small business entrepreneur trying to bootstrap a business. The difference is that if a business has a huge target market and it is growing its sales rapidly, outside investors may be willing to fund losses for a period. The same does not hold true for an entrepreneur trying to grow a business without outside investors. Losses show that a business is on borrowed time. Once your capital is exhausted, there is no going back. A business needs profits in order to remain viable and to be able to provide for its owners, its employees, and its community. Running a business that loses money will put you out of business. There is no reason to not be profitable as you grow your business! The author shares the lessons that were taught to him by leaders, mentors in business, and by his own clients. What took him by surprise was that these lessons aren’t complicated. They’re simple. They use simple, uncomplicated methods to grow their businesses profitably. You will learn about the readily available tools you can use to ensure that your business does not turn unprofitable as you grow it. You’ll be convinced that it makes sense to resist the lure of the high-growth, no-profit strategy and instead embrace the approach of steady growth with profits. Use this book as a guide.
