Book excerpt: The study of foreign policy is usually concerned with the interaction of states, and thus with governance structures which emerged either with the so-called 'Westphalian system' or in the course of the 18th century: diplomacy and international law. As a result, examining foreign policy in earlier periods involves conceptual and terminological difficulties, which echo current debates on 'post-national' foreign policy actors like the European Union or global cities. This volume argues that a novel understanding of what constitutes foreign policy may offer a way out of this problem. It considers foreign policy as the outcome of processes that make some boundaries different from others, and set those that separate communities in an internal space apart from those that mark foreignness. The creation of such boundaries, which can be observed at all times, designates specific actors - which can be, but do not have to be, 'states' - as capable of engaging in foreign policy. As such boundaries are likely to be contested, they are unlikely to provide either a single or a simple distinction between 'insides' and 'outsides'. In this view, multiple layers of foreign-policy actors with different characteristics appear less as a modern development and more as a perennial aspect of foreign policy. In a broad perspective stretching from early Greek polities to present-day global cities, the volume offers a theoretical and empirical presentation of this concept by political scientists, jurists, and historians.

Book excerpt: This book is the first English translation of Felice di Michele Brancacci’s diary of his 1422 mission to the court of Sultan Al-Ashraf Seyf-ad-Din Barsbay of Egypt. Following the purchase of Port of Pisa in 1421, and the building of a galley system, Florence went on to assume a more active role in Levant trade, and this rich text recounts the maiden voyage of the Florentine galleys to Egypt. The text portrays the transnational experiences of Brancacci including those between the East and West, Christians and Muslims, and the ancient and modern worlds. The accompanying critical introduction discusses the unexpected motifs in Brancacci’s voyage, as well as tracing the aftershocks of what was a traumatic Egyptian experience for him. It shows that this aftershock was then measured, captured, and memorialized in the iconic image of Tribute Money, the fresco he commissioned from Masaccio, on his return to his own world in Florence.

Both men have enjoyed a strong narrative tradition: Constantius as a persecuting, theological fanatic, and Chrysostom as a stubborn, naïve reformer. Yet this tradition has often masked their remarkable innovations. As part of his strategy for conquest, Constantius was forced to focus on Alexandria, demonstrating a carefully orchestrated campaign along the principal eastern trade route. Meanwhile, whilst John Chrysostom' s preaching and social reform have garnered extensive discussion, his late sermons and letters composed in exile reveal an ambitious program to establish church structures outside imperial state control. The book demonstrates that these two pioneers innovated a diplomacy that utilised Christianity as a tool for forging alliances with external peoples; a procedure that would later become central to Byzantine statecraft. Desperate for new business for their idled ships and crews, they asked President Andrew Jackson to explore opportunities for them on the other side of the globe. Prompted by the secretary of the navy, Jackson sent Edmund Roberts—an unemployed ship owner from Portsmouth, New Hampshire, with no diplomatic experience—on an “embassy” (mission) to the potentates of Oman, Siam, Cochin China, and Japan, to negotiate pioneering trade treaties. So began an unusual and ultimately fatal adventure that twice took Roberts to exotic and dangerous places on the other side of the globe. Because the British and the Dutch were deeply interested in these same new markets, Roberts’ mission was kept secret. Sailing in the ill-fated USS Peacock, first in company with USS Boxer, then with USS Enterprise, Roberts traveled almost 70,000 miles across the great expanses of two oceans to successfully negotiate treaties with Oman and Siam. Although he failed twice to win over the emperor of Cochin China and died miserably in Macao before departing for Japan, Roberts’ embassy was nonetheless instrumental in opening doors to new diplomatic realms and extending the commerce of the fledgling American nation. Kept secret at the time and largely forgotten today, Edmund Roberts’ fascinating and important story is recounted in this latest book by Andrew Jampoler—retired naval officer turned maritime historian—whose previous works include Sailors in the Holy Land and The Last Lincoln Conspirator.

The first led by Lord Macartney in 1793 had failed to achieve its goals. It was thought that Amherst had better prospects of success, but the intense diplomatic encounter that greeted his arrival ended badly. Amherst never appeared before the Jiaqing emperor and his embassy was expelled from Peking on the day it arrived. Historians have blamed Amherst for this outcome, citing his over-reliance on the advice of his Second Commissioner, Sir George Thomas Staunton, not to kowtow before the emperor. Detailed analysis of British sources reveal that Amherst was well informed on the kowtow issue and made his own decision for which he took full responsibility. Success was always unlikely because of irreconcilable differences in approach. China’s conduct of foreign relations based on the tributary system required submission to the emperor, thus relegating all foreign emissaries and the rulers they represented to vassal status, whereas British diplomatic practice was centred on negotiation and Westphalian principles of equality between nations. The Amherst embassy’s failure revised British assessments of China and led some observers to believe that force, rather than diplomacy, might be required in future to achieve British goals. The Opium War of 1840 that followed set a precedent for foreign interference in China, resulting in a century of ‘humiliation’. This resonates today in President Xi Jinping’s call for ‘National Rejuvenation’ to restore China’s historic place at the centre of a new Sino-centric global order.
