The problems delineated are by no means peculiar to the Indian subcontinent. Nearly all the developing countries of contemporary Asia, Africa and Latin America are entangled with their post-colonial heritage and the history of political elitism in all these countries has been similar. The papers consider who were members of the elites, in the sense of 'men at the top'. They enquire how they got there, how they continued to recruit themselves and what was their relationship with the British. The contributors, sociologists, economists, anthropologists, political scientists and historians, present each other with forms of evidence which are unfamiliar and, in sum, result in a study which destroys many of the conventional clichés of colonial historians.

Focusing on this relationship, this book explores the extent to which domestic politics affect a country’s foreign policy. The book argues that particular continuities and disjunctures in Indian foreign policy are linked to the way in which Indian elites articulated Indian identity in response to the needs of domestic politics. The manner in which these state elites conceive India’s region and regional role depends on their need to stay in tune with domestic identity politics. Such exigencies have important implications for Indian foreign policy in South Asia. Analysing India’s foreign policy through the lens of competing domestic visions at three different historical eras in India’s independent history, the book provides a framework for studying India’s developing nationhood on the basis of these idea(s) of ‘India’. This approach allows for a deeper and a more nuanced interpretation of the motives for India’s foreign policy choices than the traditional realist or neo-liberal framework, and provides a useful contribution to South Asian Studies, Politics and International Studies.

Book excerpt: South Asian politics have been increasingly dominated by ethnic movements seeking control over parts of existing national states, each in the name of their own distinct identity. The leaders of these movements justify their claims by asserting the moral right of their "nation" to its homeland. Although the government usually treats these separatist movements as divisive threats to domestic stability, the movements express their legitimacy with the rhetoric of cultural nationalism. However, this book presents subnationalism not as a culturally specific phenomenon but as a politically convenient self-classification, used as an instrument of identity, mobilization, power, and counter-hegemony by political actors. Drawing on detailed analyses of seven South Asian cases - Kashmir, Punjab, Sindh, Baluchistan, Assam, Tamilnadu, and Sri Lanka - the contributors move beyond sociological and economic explanations of the origin and evolution of South Asian subnationalism to formulate a political explanation based on theories of cultural nationalism and collective action.
