Book excerpt: In Authoritarian Modernization in Indonesia’s Early Independence Period, Farabi Fakih offers a historical analysis of the foundational years leading to Indonesia’s New Order state (1966-1998) during the early independence period. The study looks into the structural and ideological state formation during the so-called Liberal Democracy (1950-1957) and Sukarno’s Guided Democracy (1957-1965). In particular, it analyses how the international technical aid network and the dominant managerialist ideology of the period legitimized a new managerial elite. The book discusses the development of managerial education in the civil and military sectors in Indonesia. The study gives a strongly backed argument that Sukarno’s constitutional reform during the Guided Democracy period inadvertently provided a strong managerial blueprint for the New Order developmentalist state.

Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant understandings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross-national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institutional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This is should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

It addresses why Indonesia was so much more successful than Nigeria during this period. The book consists of three parts. Part I focuses on Nigeria and part II on Indonesia. The first chapters in each part provide a narrative of the political economy, focusing on the various phases since 1950. This is followed by a chapter summarizing the effects on economic growth and poverty. The large divergences in outcome must be attributed to differences in economic policies. It first considers policies in the factor and product markets that mediated between factor endowments and the growth and distributional outcomes. Then it turns to the broader array of economic policies. Finally, it attempts to relate policies to the underlying political processes and interest groups that generated them. Each part concludes by explaining the salient economic outcomes as a result of both policy and the underlying politics. Part III features a concluding comparison by using economic histories to compare the two countries. First it examines the outcomes, then the policies. Finally it contrasts the political processes and interest groups that it suggests account for these important policy differences.
