Neben dem praktischen Erfahrungsaustausch über die Perspektiven und Grenzen der historischen Elitenforschung am Beispiel eigener Forschungen werden auch die Bemühungen der Geschichtswissenschaft thematisiert sich gegen andere Sozialwissenschaften, im Besonderen der Soziologie, zu öffnen und in einer Debatte über den Begriff der Elite in der historischen Entwicklung der Neuzeit zu engagieren. Damit können theoretische Konzepte aus vielen Feldern der Sozial- und Geisteswissenschaften mit empirischen Befunden aus historischen Quellen zu einer neuen interdisziplinären Symbiose verbunden werden.

Book excerpt: The Kaliningradskaya Oblast, Russia's Baltic enclave which soon will turn into an island amid the enlarged EU and NATO, constitutes a twofold challenge to European politics: Due to its economic, social, historical, geographical, strategic, and cultural peculiarities the detached region may become a source of instability. However, due to the same peculiarities the region also bears the potential to serve as a pilot-region for an EU-Russian partnership. To meet the latter perspective all actors concerned need to engage in a dialogue-based, coordinated, and problem-solving approach. This study provides recommendations to a wide range of actors on how to approach the Kaliningrad challenge in a proactive manner. It presents a policy paper drafted by a group of Kaliningrad experts from eight countries and is complemented by fourteen issue-oriented chapters which provide in-depth reasoning on the suggestions made by the group. In this context, Svenja Goltermann has taken up a particularly delicate topic, German soldiers’ experience of violence during the war, and repercussions of this experience after their return home. Part I of her book explores the ways in which veterans’ experiences of wartime violence reshaped everyday family life, involving family members in complex ways. Part II offers an extensive analysis of the psychiatric response to this new category of patient, and in particular the reluctance of psychiatrists to recognize the psychic afflictions of former POWs as constituting the grounds for long-term disability. Part III analyzes the cultural representations of veterans’ psychic suffering, encompassing the daily press, popular films, novels, and theater. Originally published in German as Die Gesellschaft der Uberlebenden, The War in Their Minds examines hitherto unused source material—psychiatric medical files of soldiers—to make clear how difficult it was for the soldiers and their families to readjust to normal, everyday life. Goltermann allows these testimonies of violence, guilt, justification, and helplessness speak for themselves and sensitively explores how the pension claims of returning soldiers were to compete with the claims of the Holocaust victims to compensation.

Book excerpt: In the new edition of his standard work, the founder of one of the most successful lobbying companies in the European Union (EU), Prof. Klemens Joos, bundles experience acquired over more than three decades to form a scientific theory on governmental relations. It focusses on the insight that, in view of the increasingly complex decision-making structures of the EU, the most precise possible knowledge of decision-makers and decision-making processes is at least equally as important to success as the content aspects of interest representation. In a new chapter, the author sets out the formula for science-based interest representation developed by him from his practical experience. With the Treaty of Lisbon, which entered into force on 1 December 2009, the EU de facto became a state territory stretching from Portugal to Finland and from Ireland to Cyprus. The European Parliament became an equal-status decision-maker alongside the Council of the European Union (Council). The previous co-decision procedure was elevated to become the standard procedure ("ordinary legislative procedure"). The so-called qualified majority (55 percent of the EU member states which simultaneously represent at least 65 percent of the EU population) was introduced for all important areas in the Council. As a result, the outcome of decision-making processes has become largely incalculable for the actors on the "European Union stage" - the EU member states, EU regions, companies, associations and organisations. The second edition includes a new chapter, in which Prof. Klemens Joos makes the variables of successful interest representation even more tangible on the basis of his scientific formula: at the latest since the Treaty of Lisbon, the basic prerequisite for successful interest representation in the EU involves the continuous and close intermeshing of the affected party's content competence (of the four "classic instruments" of interest representation: corporate representative offices, associations, public affairs agencies, law firms) with process structure competence (i.e. the EU-wide maintenance of the required spatial, personnel and organisational capacities as well as strong networks across institutions, political groups and member states) on the part of an independent intermediary. The likelihood of success can be increased exponentially if success is achieved, firstly, in committing to the concern of an affected party through a change of perspective such that the positive effects on the common good are shifted into the foreground for the decision-makers in the EU (perspective change competence) and, secondly, in successfully integrating the concern into the crucial decision-making processes at the political level and continuously supporting it (process support competence). Around 1900, German-speakers living abroad were tied into global power-political aspirations. They were represented as outposts of a "Greater German Empire" whose ethnic links had to be preserved for their own and the fatherland’s benefits. Did these ideas fall on fertile ground abroad? In the light of extreme social, political, and religious heterogeneity, diaspora construction did not redeem the all-encompassing fantasies of its engineers. But it certainly was at work, as nationalism "went global" in many German ethnic communities. Three thematic areas are taken as examples to illustrate the emergence of globally operating organizations and communication flows: Politics and the navy issue, Protestantism, and German schools abroad as "bulwarks of language preservation." The public negotiation of these issues is explored for localities as diverse as Shanghai, Cape Town, Blumenau in Brazil, Melbourne, Glasgow, the Upper Midwest in the United States, and the Volga Basin in Russia. The mobilisation of ethno-national diasporas is also a feature of modern-day globalization. The theoretical ramifications analysed in the book are as poignant today as they were for the nineteenth century.
