Book excerpt: Patrons, Clients, and Empire challenges the stereotypes of despotic imperial power in Asian, African, and Pacific colonies by analysing the relationship between rulers and rulers on both sides of the imperial equation. It seeks an answer to the question: how were European officials able to govern so many societies for so long? Rejecting the usual explanations of 'collaboration' and indirect rule', this study looks to pre-imperial structures in the indigenous hierarchies which supplied patrimonial models of chieftaincy for territorial government. For nawabs, chiefs, emirs, sultans, and their officials and followers there were dynastic and economic advantages in accepting the terms of European over-rule, as well as the threat of deposition. For European officials, few in numbers and with limited military and financial resources, there were ready-made systems of local government that could be co-opted, reformed, or left relatively untouched. Both sides played politics as patrons and clients within a dual system of administration based on a mixture of force and self-interest. Surveying a wide variety of cases and employing a patron-client model, this study embraces pre-colonial, colonial, and post-colonial politics in new states. It covers the chronology of early European dependency on local rulers; the reasons for reversal of status among chiefs and administrators; the longer period of political bargaining over access to local resources in terms of land, labour, and taxes; and the ultimate fate of indigenous rulers in the period of party politics leading to independence.

Book excerpt: Universal ideas of freedom are to be found throughout the world’s diverse intellectual and political traditions, spread by the global trade in ideas which has grown exponentially during the past 200 years. In Africa and Asia, the conceptualization of freedom for individuals and societies has been heavily influenced by the translation of specific European or American ideas of freedom into new political and social contexts. This volume represents a pioneering preliminary assessment of some of the causes and consequences of this process. Africa and Asia have too often been portrayed in Western accounts as having no historical purchase on ideas of freedom, but the chapters in this volume reveal that these societies have long had their own ideas about the proper degree of individual autonomy relative to the authority exercised by the state and other institutions. While confirming their continent's traditional proximity to Europe, African citizens are increasingly interested in China and its impact on Africa's development. While African civil society leaders and media operators describe China as an opportunity for Africa to break free from its historical dependence on European markets, other opinion leaders warn against too much enthusiasm with the Asian giant. On the one hand, Europe is increasingly criticized for not having been able to dismiss the traditionally 'patronizing' attitude towards Africa. On the other hand, China is expected to bring a breath of fresh air into the African context, although there is still suspicion that the Chinese strategy might, in the long run, turn into a new form of economic patronage.
