Book excerpt: One of the most interesting results of the collapse of the former Soviet Union is the emergence of successful cosmopolitan entrepreneurs from former Soviet republics who have immigrated to countries, such as Canada, and have made millions establishing businesses. The purpose of this study is to examine how each of the following major factors: social capital,financial capital,human capital,and home country experience,specifically experience in the former Soviet communist economy and experience in the transitional economy affected the Russian entrepreneur at each stage of business development in Toronto (Pre-Start-Up-Motivation and Idea Development; Start-Up-Planning and Organizing the Founding of a Firm; Mature Stage-Establishing and Running a Newly Established Firm). I use the central postulates of three theoretical approaches (transitional economy,ethnic and class dimensions of entrepreneurship,and transnationalism) to extrapolate explanations regarding how these major factors influenced and shaped business practice and success in Toronto for the 30 Russian immigrants that I interviewed during the three stages of business development.

Violence has played, he shows, a crucial role in creating the institutions of a new market economy. The core of his work is competition among so-called violence-managing agencies—criminal groups, private security services, private protection companies, and informal protective agencies associated with the state—which multiplied with the liberal reforms of the early 1990s. This competition provides an unusual window on the dynamics of state formation.Violent Entrepreneurs is remarkable for its research. Volkov conducted numerous interviews with members of criminal groups, heads of protection companies, law enforcement employees, and businesspeople. He bases his findings on journalistic and anecdotal evidence as well as on his own personal observation. Volkov investigates the making of violence-prone groups in sports clubs (particularly martial arts clubs), associations for veterans of the Soviet—Afghan war, ethnic gangs, and regionally based social groups, and he traces the changes in their activities across the decade. Some groups wore state uniforms and others did not, but all of their members spoke and acted essentially the same and were engaged in the same activities: intimidation, protection, information gathering, dispute management, contract enforcement, and taxation. Each group controlled the same resource—organized violence.

What this opinion might be and how it responds to American actions is the subject of this study. William Zimmerman offers important and sometimes disturbing insight into the thinking of citizens in America's former Cold War adversary about such matters as NATO expansion. Drawing on nearly a decade of unprecedented surveys he conducted with a wide spectrum of the Russian public, he gauges the impact of Russia's opening on its foreign policy and how liberal democrats orient themselves to foreign policy. He also shows that insights from the study of American foreign policy are often "portable" to the study of Russian foreign policy attitudes. As Zimmerman shows, the general public, which had a modest but real role in foreign policy decision making, tended much more toward isolationism than did the predominant elites who steered Russia's foreign policy in the 1990s. Interspersing smooth prose with a wide array of richly informative tables, the book represents an invaluable opportunity to discern probable shifts in Russian foreign policy that domestic political changes would bring. And it powerfully suggests that the West, by forging its own policies toward Russia with more prudence, can have a say in the outcome of the great choice facing Russia--whether to forge ahead with democracy or slip back into authoritarianism.

Book excerpt: "Who rules in Eastern Europe?" became a fundamental question for western researchers and other observers after communist regimes were established in the region, and it gained further importance as state socialism expanded into Central Europe after the Second World War. A political order which, according to Leninist theory of the state and to subsequent Stalinist political practice, was primarily a highly centralised and repressive power organisation, directed, as if it were natural, researchers attention towards the highest echelon of office holders in party and state. Extreme centralisation of power in these regimes was consequently linked to an elitist approach to analysing them from a distant viewpoint. It is one of the many paradoxes of state socialism, that a social and political order which presumptuously claimed to be the final destination of historical development and to be based on deterministic laws of social evolution, which claimed an egalitarian nature and denied the significance of the individual, was per ceived through the idiosyncrasies, rivalries and personal traits of its rulers. The largest part of these societies remained in grey obscurity, onlyoccasion ally revealing bits of valid information about a social life distant from the centres of power. It is debatable whether this top-headedness of western re search into communist societies created a completely distorted picture of re ality, however, it certainly contributed to an overestimation of the stability of these regimes, an underestimation of their factual diversity and a misjudge ment of the extent of conflicts and cleavages dividing them.
