While a country's endowments constitute the deep determinates of growth, the trajectory they follow is shaped by the actions of elites. But what factors affect whether elites use their influence for individual gain or national welfare? To what extent do they see poverty as a problem? And are their actions today constrained by institutions and norms established in the past? This volume looks at case studies from South Africa to China to seek a better understanding of the dynamics behind how elites decide to engage with economic development. Approaches include economic modelling, social surveys, theoretical analysis, and program evaluation. These different methods explore the relationship between elites and development outcomes from five angles: the participation and reaction of elites to institutional creation and change, how economic changes affect elite formation and circulation, elite perceptions of national welfare, the extent to which state capacity is part of elite self-identity, and how elites interact with non-elites.

Through a series of case studies, Post-Disaster Reconstruction and Change: Communities' Perspectives explores community viewpoints on post-disaster aid provided by external agencies and demonstrates how equity and effectiveness are affected by community social organization, power structures, and leadership capacities. The book further focuses on how external aid in turn affects community livelihoods, cultures, and social organizations. Each chapter serves as a real-world case study based on several months of ethnographic fieldwork conducted in India, Nicaragua, Indonesia, Sri Lanka, and Argentina. Post-disaster community recovery depends on informed decisions that build on lessons learned from past experiences. This book shows how different communities have coped with and responded to various external interventions. Focusing on housing reconstruction and the restoration of livelihood, the authors demonstrate that changes in settlement location, morphology, housing materials, and design produce multiple cascading consequences for the inhabitants of reconstructed settlements. Ultimately, the book establishes the importance of integrating community perspectives in policies and programs for sustainable post-disaster reconstruction—enabling greater resiliency as well as future disaster risk reduction.

Contemporary debates on Black radicalism and decolonisation have lost sight of the concerns that animated their twentieth-century intellectual forebears. Okoth responds, challenging the claim that Marxism and Black radicalism are incompatible and showing that both are embraced in the anti-imperialist tradition he calls 'Red Africa'. The politics of Black revolutionary writers Eduardo Mondlane, Amlcar Cabral, Walter Rodney and Andre Blouin gesture toward a decolonised future that never materialised - instead it was betrayed, violently sup- pressed, or erased. We might yet build something new from the ruins of national liberation, something which sustains the utopian promise of freedom and refuses to surrender. Red Africa is a political project that hopes to salvage what remains of this tradition.

Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.

Book excerpt: Examining business-state networks in Egypt (1991–2020), this book highlights the complicity of international actors in facilitating inequality and elite capture. Using interdisciplinary methodology, it argues that Western actors promoting market liberalization have served as central partners in enabling elites to capture the fruits of Egypt’s economic reforms. In the years leading up to the 2011 Revolution, Egypt’s crony capitalism reached new levels of visibility with the appointment of a "Businessmen Cabinet." The businessmen-turned-state representatives ushered in a wave of "market liberalizing" reforms, expanding avenues for the abuse of power. Providing a detailed look at some of this period’s chief beneficiaries, including a number of Egypt’s wealthiest oligarchs, the volume follows their ascent from former President Hosni Mubarak’s first round of neoliberal reforms in 1991 through his last wave of reforms beginning in 2004 and ending in regime overthrow. The final chapter examines the fate of these elites under the brief rule of Muslim Brotherhood President, Mohammed Morsi, and of Abdel Fattah el Sisi’s current military-backed regime. Based on five years of fieldwork and dozens of interviews with businessmen and state representatives, this book offers a unique look into the politics of policy, and inequality, in Egypt. It will be of interest to scholars reading political economy, international development, and Middle East studies.

It is charged with having failed to prevent dangerous climate change. To its critics, the very same features of democracy praised as its defining virtues—popular sovereignty, the accountability and responsiveness of elected officials, public debate and deliberation—are handicaps that impede effective climate action. However, this trial is not over and it would not be safe to deliver a verdict at this stage. The case for authoritarian regimes is flawed in both theory and practice and while it is late for preventing the worst impacts of climate change, there is still a window to provide a climate-safe future. Here, it is overwhelmingly democratic nations that are taking the lead. With this in mind, this Report focuses on democracy and the climate crisis in the Asia and the Pacific region. A regional approach based on case studies has been chosen to contextualize the challenges to democracy arising from this crisis. The Asia and the Pacific region is significant for several reasons—it is the most populous in the world; it is a region that will be disproportionately affected by climate change and where many countries are considered highly vulnerable; and, as this Report makes clear, it is also a place where there have been vibrant innovations to democratic institutions and practices for dealing with the climate crisis.
