Book excerpt: Excerpt from Twentieth (Tenth Biennial) Report of the State Board of Health of the State of Vermont: From January 1, 1914, to December 31, 1915 While funds are not available for the addition of new de partments of work, there has been a marked amplification of those lines already established, and, in many ways, Vermont holds a high position among the public health organizations of the country. This perhaps is best shown by a survey of State Boards of Health of the country made by Dr. Chas. V. Chapin of Providence, R. I., under the auspices of the Council on Public Health of the American Medical Association. During the year 1914, Dr. Chapin visited every State Board of Health in the United States. His visit to Vermont was in the month of July at which time he spent two days with the Secretary, in quiring minutely into all departments of work and securing figures and data for comparison with other Boards. His pub lished report, _ which is now available, contains among other in formation, a rating sheet in which each State Board is scored' on the basis of points covering all' the lines of work carried on by all the Boards. The highest rating of any state was that of Massachusetts which scored 745 points. Vermont received the second highest score in New England, attaining 486 points, and among all the State Boards of the country, we stood ninth, all the states rating higher than Vermont being both large and wealthy. It is also permissible to say that since this rating was made in the summer of 1914, our methods and results have been so much improved that a revised rating would, without doubt, place us still higher m the score. Book excerpt: Excerpt from Third Annual Report of the Secretary of the State Board of Health of the State of Vermont: For the Year Ending Sept; 1st, 1889 Sec. 5. The compensation of members of the board shall be five dollars per day and actual expenses while in the discharge of their official duties, and the governor and auditor of accounts may allow to the secretary of said board such additional sums for services as secretary, or for services m times of extraordinary peril, as seem to them reasonable, provided the whole expense of the board, includ ing the secretary for services rendered and all expenses incurred, shall not exceed one thousand five hundred dollars in any year, except in some extraordinary public peril, in which case the gover nor may order said board to do and perform service for the safety of the State and her people in excess of said sum, but never to exceed the sum of two thousand five hundred dollars in all in any one year. Sec. 6. This board shall have authority to promulgate and enforce such regulations for the better preservation of the public health in contagious and epidemic diseases as they shall judge nec essary and any person or persons or corporation neglecting or refusing, after having been duly notified in writing, to comply with the requirements of such regulations shall, upon conviction thereof, pay to, the treasurer of the State a fine of not less than twenty-five dollars mn more than one hundred dollars, said offense to be prose outed for before any court of competent Jurisdiction in the State.
