A treatise on political science must naturally begin with some discussion as to the scope and province of the science itself, and its relation with the other branches of human knowledge of a kindred character. This is especially necessary for two reasons. In the first place the term political science has been used with a good deal of latitude, not to say ambiguity, both in colloquial language and in scientific discussion. In the second place the relationship between this and various other departments of knowledge, such as jurisprudence, history, and economics is an extremely intimate one. It is necessary, therefore, to endeavor as accurately as may be to define the proper field of political science, and to indicate its connection with other branches of learning. An elaborate definition may better be reserved for later consideration. For the present a simple and convenient starting-point may be found in the statement, inadequate though it is, that political science deals with government. Although it may be demonstrable that the national debt, if allowed to increase during every war without being diminished during the ensuing peace, must at last create such an overwhelming influence, that, in spite of the best-contrived form of government, every real power will centre in the prince; this consideration of itself would scarcely induce a minister to propose, or the nation to agree to, an immediate increase of the public burdens, in order to guard against what will at all times be represented as a distant, if not an imaginary, evil. The habits even of a virtuous minister lead him to be little solicitous to abridge or limit the authority of the sovereign; and by the people, prophecies of future tyranny will be disregarded, in comparison with an immediate increase of those taxes, the pressure of which can neither be overlooked nor denied. He who displays the mischievous consequences of adding year after year to the debtsand revenues ef the state, will be slighted as a weak, though well-meaning, visionary, perhaps censured as a factious declaimer, or at best considered as the proposer of desirable, rather than of practicable, reformation. Book excerpt: Excerpt from The Elements of Politics Some years ago I was strongly impressed with the need of a book which Would expound, within a convenient compass, and in as systematic a form as the subject-matter might admit, the chief general considerations that enter into the rational discussion of political questions in modern states. Though there were many valuable treatises dealing with particular portions of this subject, no English writer - so far as I knew - had, since Bentham, attempted to treat it as a whole: and though such a comprehensive treatment must necessarily be brief, it appeared to me that even this brevity would have some advantages. For such a general treatment as I had in view, however full, must be for practical pur poses incomplete; and an exposition severely confined by limits of space would at any rate have the merit of keeping this inevitable incompleteness steadily before the minds\of both writer and readers. The present work is the result of an attempt to satisfy the need that I have just described. The plan upon which it has been composed I have en deavoured to explain in the first chapter: it only remains for me here to record the chief debts that I am conscious of owing to previous writers from whom I have derived ideas, and to express my gratitude to the friends who have aided me with criticisms and suggestions. A fair impersonal presentation of modern political theory has been my endeavour. Originally I meant to include several chapters on the history of political theory, but the book ran the danger of being overcrowded, so wherever possible I have incorporated historical sections in the individual subjects. The treatment of some subjects, e? The Government of Britain, and the Government of India, has been much more detailed than a first course of' political studies usually demands. Such detailed treatment is due to the nature of the course prescribed in India. Repetition of detail, e.g., under the Executive (chapter XVI), and under the individual governments (chapters XXI - XXVII) is also due to local exigencies. The chapter on the Government of Uapan, though not essential according to our local syllabus, is added to enable Indian students to know in outline the system of government in an eastern empire which for many years has created the deepest interest in India. The bibliography appended is intended as an initial guide. To Indian colleges wishing to start Political and Economic studies.
