Book excerpt: Excerpt from Elements of Philippine Agriculture The general principles and a large part of the facts to be taught in most subjects in the elementary schools are the same in every land. Some subjects might be taught in the Philippine Islands from American texts, except as they gain in presentation by the use of local examples and illustrations. With agriculture the case is very different. The subjects to he studied are almost all different from those in the United States; the climate is different, the economic conditions are different. A useful text-book must be adapted to all of these differences. Our text-books are the products of evolution, those in use to-day having the good features hut, as far as can he helped, not the weaknesses of their predecessors. The teaching of agriculture in any large number of schools is so recent that this selection has not yet gone far. Even in temperate countries, there has not yet been time for general experience to decide what material, from the almost unlimited amount available, should he chosen for school use; the methods of presenting it are as diverse as the limited number of hooks permits, and a logical relation of the material seems as yet to have been less considered by most authors than the exercise of the eves and hands and the teaching of mere facts. In a subject in which texts are still so undeveloped, and in the first attempt in a tropical field, it is inevitable that this hook will he far from what many will think it should he. Under the circumstances, I trust that their criticisms will he constructive, and that they will he sent to the author. There is nothing unreasonable in good agriculture, and the fact that a text on the subject must he practical does not involve its being disconnected or illogical. Book excerpt: Lagging labor reallocations outside agriculture amid sustained low agricultural productivity have been a key feature in the Philippines over the past 15 years. An analysis of the labor adjustments in and out of agriculture shows that a variety of factors have influenced this process. We find that the widening of wage differentials with non-agricultural sectors, improvements in labor market efficiency, and better transport infrastructure are largely associated with growing outflows of labor from agriculture, whilst the lack of post-primary education and the presence of agricultural clusters hinder such outflows. In contrast to the traditional view that agricultural employment outflows are largely driven by productivity differences and wage differentials, our results emphasize the roles of education as well as transport infrastructure in facilitating labor reallocations from agriculture to non-agriculture.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

Book excerpt: Despite progress in recent years, poverty incidence remains very high in the Philippines, and poor households are highly vulnerable to the recent dramatic increases in food prices. In response to this problem, this research report investigates how Philippine policymakers can lower prices and reduce poverty. Using a dynamic-recursive computable general equilibrium model calibrated to a social accounting matrix of the Philippine economy, as well as other tools, the report simulates the effects of trade reform and increased rice productivity. The results indicate that diminished protection for major food items and investments in greater inbred-rice productivity have the potential to reduce prices and poverty in the Philippines. This report will be a valuable resource for policymakers,development specialists, and others trying to cope with the challenges of rising food prices.
